MINUTES



Representative Jim Davnie, Chair of the Division, called the fifth meeting to order at 10:04 A.M. on, February 16, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Davnie called the meeting to order at 10:04 A.M. A quorum was present.

Representative Nelson moved approval of the February 9, 2007 minutes.
THE MOTION PREVAILED AND THE MINUTES ARE ADOPTED.

HF611 (Anzelc) Workplace communications between labor organizations and employees protected, and certain employer conduct prohibited.

Testifying on behalf of HF611.

Ms. Susan Hunt, President, Carver County AFSCME Social Services, from Carver, Minnesota.


Representative Howes moved the H0611A1 amendment.

Representative Davnie moved to orally amend the amendment HO611A1, line 1.2 delete "And" and insert An. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Howes withdrew his amendment HO611A1.

Representative Dittrich moved to orally amend HF611, page 1, line 1.24 after "computer" insert, "if conducted in accordance with reasonable, written policies and rules established by the employer and the collective bargaining agent and posted throughout the workplace concerning review of these types of communications during break times and nonworking time."

Page 1, line 24 delete everything after the period.

Page 1, delete line 25.
THE ORAL AMENDMENT WAS INCORPORATED.


Representative Davnie moved to orally amend HF611, page 2, line 1 delete "subdivision" and insert "section.
THE ORAL AMENDMENT WAS INCORPORATED.


Representative Gunther moved the A07-0069 amendment.
THE AMENDMENT WAS NOT ADOPTED.


Representative Nelson moved to orally amend HF611, page 1, line 18, delete "179A.01" and insert "179A.03".
THE ORAL AMENDMENT WAS INCORPORATED.


Representative Davnie moved that HF611 as amended be recommended to pass and re-referred to the Committee on Commerce and Labor.
THE MOTION PREVAILED.


The meeting was adjourned at 11:45 A.M.
