MINUTES


Representative Otremba, Chair of the Committee, called the meeting to order at 8:05 A.M. on, March 14, 2007, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Members present:

A quorum was present.

Rep. Shimanski moved approval of the minutes from March 12, 2007.
THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Representative Faust moved HF 766, (see language at: http://wdoc.house.leg.state.mn.us/leg/LS85/hf0766.1.pdf) to be recommended to pass and re-referred to Committee on Commerce and Labor.

Representative Westrom explained HF 766 Ethanol-gasoline blend provisions modified, and state departments directed to expand consumer options.

Representative Faust moved amendment H0766A1.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Faust moved (amendment H766A2-TW) HF 766 as follows:
Page 3, line 5, before "blends" insert "and diesel-biodiesel"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Mr. Bob Krogman, MN Petroleum, spoke on HF 766.

Representative Juhnke moved to amend HF 766 as follows:

Page 2, line 7, delete "may" and insert “must"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Faust renewed his motion that HF 766 be recommended to pass as amended and re-referred to Committee on Commerce and Labor.
THE MOTION PREVAILED.

Representative Faust moved HF 1101, (see language at: http://wdoc.house.leg.state.mn.us/leg/LS85/hf1101.1.pdf) to be recommended to pass and re-referred to the General Register.

Representative Faust explained HF 1101, Recreational camping regulations exception provided for count fairgrounds.

Representative Faust renewed his motion that HF 1101 be recommended to pass and re-referred to the General Register.

Representative Faust moved HF 1525, (see language at: http://wdoc.house.leg.state.mn.us/leg/LS85/hf1525.1.pdf) be recommended to pass and re-referred to the Committee on Finance.

Representative Hackbarth explained HF 1525 Aquaculture water use permitting fees limited.

Representative Faust renewed his motion that HF 1525 be recommended to pass and re-referred to Committee on Finance.

Representative Faust moved HF 532, (see language at: http://wdoc.house.leg.state.mn.us/leg/LS85/hf0532.1.pdf) be recommended to pass and re-referred to the General Register.

Representative Winkler explained HF 532, the second engrossment, relating to consumer protection; regulating certain contracts entered into by military service personnel; authorizing cancellations; requiring utilities to establish payment arrangements for military service personnel.


Representative Faust moved amendment H0532A5
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying in favor of HF 532 was:
Mr. Brian Bergson, Minnesota Attorney General's Office, former Captain of the United States Army.

Representative Faust renewed his motion that HF 532, the second engrossment, as amended, to be recommended to pass and re-referred to the Consent Calendar.
THE MOTION PREVAILED.

Representative Faust took over the Chair at 8:58 AM.

Representative Otremba moved HF 1065, (see language at: http://wdoc.house.leg.state.mn.us/leg/LS85/hf1065.1.pdf) be recommended to pass and re-referred to the Committee on Finance.

Representative Otremba explained HF 1065 relating to veterans affairs; providing a health screening benefit for eligible members of the armed forces; requiring notification.

Testifying in favor of HF 1065 were:
Mr. David Francis, 30 year veteran of U.S. Navy, also a Chemist with 3M.

Representative Otremba renewed her motion that HF 1065 be recommended to pass and re-referred to Committee on Finance.
THE MOTION PREVAILED.

The Chair referred the following bill to the Veterans Affair Division:

HF 1891 relating to veterans; changing certain qualifications for service on the Minnesota Veterans Homes Board and service as the board's executive director.

The meeting was adjourned at 9:25 A.M.
