Representative Jim Knoblach, Chair, called the fiftieth meeting to order at 7:16 p.m. on
Monday, May 15, 2006 in Room 200 of the State Office Building.

The Clerk noted the roll.

Representative Knoblach called the meeting to order at 7:16 p.m. A quorum was present.

HF3397 Cornish (first engrossment) State parks, forests, and recreation areas land area modified; public and private sales of state lands provided; sustainable forest incentive program land removed; and Itasca County tax-forfeited land sale funds distributed.

Representative Knoblach moved the HF3397, first engrossment, be recommended to pass.

Representative Cornish, Kathy Lewis, Division of Lands Management, Minnesota Department of Natural Resources, and Kevin Walli, Minnesota Forestry Association testified on HF3397, first engrossment.

Representative Seifert moved the HAD-581 amendment.

Representative Seifert moved to orally amend the HD1-581 amendment by: P.1, L.1.18, delete, the period and insert, “and the proceeds of the sale must be remitted to the state”. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Seifert moved that the HDA-581 amendment, as incorporated, be adopted. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved the A06-1649 amendment. THE AMENDMENT WAS ADOPTED.


Representative Rukavina moved the H3397A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Seifert moved the H3397A4 amendment. THE AMENDMENT WAS ADOPTED.

Representative Seifert moved the H3397A3 amendment. THE AMENDMENT WAS ADOPTED.

Representative Rukavina moved the A06-1696 amendment. THE AMENDMENT WAS ADOPTED.

Representative Rukavina moved the HDA-896 amendment.

Representative McNamara moved to divide the HDA-896 amendment between: L. 1.1 thru L. 1.5 as the first part and lines 1.6 thru L. 1.12 as the second part. THE MOTION PREVAILED.

Representative Rukavina moved to vote on the second part, L. 1.6 thru L. 1.12. A division was called for and on a vote of 15 AYES and 11 NAYS THE SECOND PART OF THE AMENDMENT WAS ADOPTED.

Representative Rukavina withdrew the first part, L.1.1 thru L. 1.5 of the HAD-896 amendment.

Representative Knoblach moved that HF3397, as amended, be recommended to pass. THE MOTION PREVAILED.

HF3605 Ozment (first engrossment) Natural resources provisions modified relating to lands, state parks, and state forests; Legislative Commission on Minnesota Resources reorganized and renamed; and money appropriated.

Representative Ozment moved that HF3605, first engrossment, be recommended to pass.

Representative Ozment, Representative Tingelstad, and Susan Thornton, Legislative Commission on Minnesota Resources testified on HF3605, first engrossment.

Representative Ozment moved the A06-1722 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved the H3605A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Paymar moved to orally amend HF2605 by: P. 5, L. 5.1, delete, “Sunday church’ and insert, “religious” P.5, L.5.2, delete, “Sunday church” and insert, “religious” THE ORAL AMENDMENT WAS INCORPORATED.

Representative Ozment moved that HF3605, first engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

HF3058 Sertich (first engrossment) Iron Range Resources and Rehabilitation Board fund expenditure approval process clarified, land lease authorized, long-range plan required, and money appropriated.

Representative Knoblach moved that HF3058, first engrossment, be recommended to pass.

Representative Sertich testified on HF3058, first engrossment.

Representative Knoblach moved the H3058A3 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved that HF3058, first engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

The meeting was adjourned at 8:36 p.m.
