Representative Jim Knoblach, Chair, called the twentieth-forth meeting to order at 7:10 p.m. on Tuesday, May 3, 2005 in Room 200 of the State Office Building.

The Clerk noted the roll.

Representative Knoblach called the meeting to order at 7:10 pm. A quorum was present.

Representative Hamilton moved that the minutes of May 2, 2005 be approved. THE MOTION PREVAILED.

HF514 (Westerberg) Lottery board established, card clubs regulated, and card club director position established.

Representative Knoblach moved that HF514, first engrossment, be recommended to pass.

Representative Westerberg testified on HF514, the first engrossment.

Representative Knoblach moved the H0514A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved that HF0514, first engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

HF 874 (Brod) Electronic voting equipment required, state voting systems contract established, and money appropriated from the Help America Vote Act account.

Representative Knoblach moved that HF874, second engrossment, be recommended to pass.

Representative Brod, Burt Black, Business and Legal analyst, MN Office of Secretary of State Office, Kevin Corbid, Elections, Washington County, and Tony Kielkucki, Deputy, Secretary of State testified on HF874, the second engrossment.


Representative Knoblach moved the H0874A11 amendment. THE AMENDMENT WAS WITHDRAWN.

Representative Hilty moved the H0874A12 amendment. THE AMENDMENT WAS ADOPTED.

Representative Hilty moved the H0874A14 amendment. THE AMENDMENT WAS ADOPTED.

Representative Hilty moved the H0874A11 amendment. Representative McNamara moved to orally amend the H0874A11 amendment by: L. 6, delete must and insert, may, L. 11, delete must and insert may, L. 7, delete, if any, THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved that HF0874, second engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

HF902 Ozment Omnibus environment and natural resources bill appropriating money for environmental and natural resources purposes, establishing programs, providing reorganization and regulation, and creating the Clean Water Legacy Act.

Representative Ozment moved that HF902, third engrossment, be recommended to pass.

Representative Ozment, Boe Carlson, Government Affairs Administrator, Three Rivers Park District, Kent Lokkesmoe, MN Department of Natural Resources, Kisten Applegate, Deputy Commissioner, MN Pollution Control Agency, Representative Hackbarth, Deputy Commissioner Mark Holstein, MN Department of Natural Resources, Mike Hamm, Chief conservation Officer, and Jim Reinholtz, House Fiscal Staff testified on HF902.

Representative Dempsey assumed the gavel at 8:01 pm.

Representative Ozment moved the H0902A21-1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dempsey assumed the gavel at 8:59 pm.

Representative Erhardt moved to amend HF902 by removing the language for the Heritage Council. THE AMENDMENT WAS WITHDRAWN.

Representative Knoblach moved the A05-0781 amendment. THE AMENDMENT WAS ADOPTED.

Representative McNamara moved the H0902A39 amendment. THE AMENDMENT WAS WITHDRAWN.

Representative McNamara moved the H0902A40 amendment. THE AMENDMENT WAS ADOPTED.

Representative Gunther moved the H0902A36 amendment. THE AMENDMENT WAS ADOPTED.

Representative Abrams moved the H0902A19-1 amendment. On a division of 20 to 15 THE AMENDMENT WAS ADOPTED.

Representative Solberg moved the H0902A25 amendment. On a division of 18 to 20 THE AMENDMENT WAS NOT ADOPTED.

Representative Abeler moved the HDA-091 amendment. Representative Abeler moved to orally amend the HFA091 amendment by: L.12, delete in perpetuity and incorporated the change to the amendment. THE AMENDMENT WAS WITHDRAWN.

Representative Clark moved the H0902A44 amendment. THE AMENDMENT WAS ADOPTED.

Representative Kelliher moved the H0902A26 amendment. THE AMENDMENT WAS ADOPTED.

Representative McNamara moved the H0902A39 amendment. THE AMENDMENT WAS ADOPTED.

Representative Ozment moved that HF906, third engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

The meeting was adorned at 10:46 pm.
