Representative Jim Knoblach, Chair, called the forty-second meeting to order at 6:10 p.m. on Monday, April 24, 2006 in Room 200 of the State Office Building.

The Clerk noted the roll.

Representative Knoblach began the meeting at 6:10 p.m. A quorum was not present.

HF2480 Finstad (third engrossment) Baseball stadium financing, construction, and operation provided; Minnesota Ballpark Authority established; community ownership option provided; and Hennepin County sales tax authorized.

Representative Knoblach requested that Representative Finstad begin his testimony on HF2480, third engrossment.

Representative Knoblach called the meeting officially to order at 6:15 p.m. A quorum was present.

Representative Dorn moved that the minutes of April 18, 2006 and April 19, 2006 be recommended to pass. THE MOTION PREVAILED.

Representative Knoblach moved that HF2480, third engrossment be recommended to pass and be sent to the General Register.

Representative Finstad, Dr. Paul Wilson, Director of Tax Research, Minnesota Department of Revenue, Mike Opat , Commissioner, Hennepin County, Dave St. Peter, President, Minnesota Twins, Ralph Strangs, Attorney, Minnesota Twins, Jerry Bell, President, Twins Sports, Inc., Gener Renen, Director, Inter Government Relations, city of Minneapolis, Dave Lawos, Director, budget & finance, Hennepin County, Tom Goldston, Citizen, Pat Dalton, House Research, and Stephen Rosholt, Hennepin County, testified on HF2480, third engrossment.

Representative Krinkie moved that the Knoblach motion to send HF2480 to the General Register, be amended to send the bill to the committee on rules and Legislative Administration. On a voice vote THE MOTION DID NOT PREVAIL.

Representative Knoblach moved the H2480A87 amendment.

Representative Knoblach moved to orally amend the H2480A87 amendment by:
P. 1, L.2, after “Page” insert “4”, after “line”, insert “21”
L.1.10 after “Page”, insert “13, L.28”
P.2, L.2.11, change, “no” to “nor”
P2, L. 2.19, after “Page”, insert, “P.14 L.7”, change “to” to “and”
P.2, L2.20, after “Page”, insert, “15, L.5”, delete, “6 and”
THE ORAL AMENDMENT WAS INCORPORATED.

Representative Kelliher orally moved to strike L 2.19 and L. 2.20. THE ORAL AMENDMENT WAS WITHDRAWN.

Representative Abrams moved to orally amend the H2480A7 amendment by:
P.2, L. 2.19, after “3”, delete “to”, insert, “and”
P.2., L.2.20, , delete “6 and” THE ORAL AMENDMENT WAS ADOPTED.

Representative Abrams assumed the gavel at 7:47.

Representative Knoblach assumed the gavel at 7:51

Representative Knoblach moved to orally amend the H2480 amendment by:
P.1, Line 1.8, delete “and city county”
L. 1.16 after “to” add,”and”, change “establish” to “establishes”

Representative Knoblach moved to withdraw the H2480A87 amendment. THE AMENDMENT WAS WITHDRAWN.

Representative Krinkie moved the H2480A83 amendment.
Representative Krinkie moved to orally amend the H2480A83 amendment by:
P. 1, L.1.2, after Page, insert, “12”, after line, insert, “20”
P.1, L.1.4 after Page, insert, “12”, after line, insert, ‘22”
On a voice vote, THE ORAL AMENDMENT WAS INCORPORATED.

Representative Vandaveer moved to orally amend the H2480A84 amendment by:
P.1, L., 1.4 strike, “three”, insert, “two”
THE ORAL AMENDMENT TO THE AMENDMENT WAS INCORPORATED.

Representative Vandaveer moved that the H2480A84 amendment, as amended, be adopted. A division was called for and on a vote of 10 AYES and 21 NAYS. THE AMENDMENT WAS NOT ADOPTED.

Representative Knoblach moved the H2480A88 amendment.

Representative Erhardt moved to divide the H2480A88 amendment by;
1st part, P. 1, L.1.1 and L.1.2,
2nd part, P.1, L. 1.3 thru l. 1.5

Representative Erhardt moved the first part of the H2480A88 amendment, L.1.1 and L. 1.2, THE FIRST PART OF THE H2480A2 AMENDMENT WAS NOT ADOPTED.

Representative Dorman requested a roll call on the second part of the H2480A88 amendment, P., 1, L. 1.3 thru l. 1.5. The results were as follows:

P. 1, L., 1.8, delete, everything after the period thru line 1.10

A division was requested and on a vote of 19AYES and 15 NAYS THE ORAL AMENDMENT TO THE AMENDMENT WAS ADOPTED.




Representative Kelliher moved that the A-H2480PD18 amendment, as amended, be adopted. THE AMENDMENT WAS ADOPTED.

Representative Krinkie moved to reconsider the H2460A83 amendment and requested a roll call vote. The results were as follows:

Representative Abrams moved the reconsideration of the adoption of the A-H2480PD18 amendment, as amended. THE MOTION PREVAILED.

Representative Abrams withdrew his oral amendment to the A-H2480PD18 amendment.
