MINUTES


Representative Mary Liz Holberg, Chair of the Transportation Finance Committee, called the eighteenth meeting to order at 12:30 P.M. on Thursday March 31, 2005, in
Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Representative Ruth moved approval of the March 22, 2005 Transportation Finance Committee Meeting Minutes. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

SF0004 (Sams) Gasoline minimum ethanol content requirement increase; petroleum replacement goal. HF0223 (Davids) Ethanol minimum content in gasoline increased.

Representative Holberg took SF0004 from the table.

Representative Holberg moved amendment S0004A24 (see attached).
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hornstein moved amendment S0004A25 (see attached). THE THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Magnus renewed his motion that SF0004 be passed, as amended, and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

SF1466 (Murphy) HF1508 (Howes) Public utility vehicles seasonal highway load restrictions clarification.

Representative Holberg moved SF1466 be passed and placed on the Consent Calendar.

Representative Howes presented SF1466.

Representative Holberg renewed her motion that SF1466 be passed and placed on the Consent Calendar. THE MOTION PREVAILED.

HF0684 (Hackbarth) Recreational vehicle temporary permit provisions modified, refunds allowed, and critical habitat license plates availability extended.

Representative Holberg moved HF0684 be passed and re-referred to the General Register.

Representative Holberg moved Amendment A05-0392 (see attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hackbarth presented HF0684.

Representative Holberg renewed her motion that HF0684 be passed, as amended, and re-referred to the General Register. THE MOTION PREVAILED.

HF0310 (Bernardy) Ramsey County property interests transfer authorized.

Representative Holberg took HF0310 from the table.

Representative Holberg moved amendment A05-0395 (see attached).

Representative Holberg incorporated the following verbal amendment to amendment A05-0395:

Page 1, line 12. after "$1,000,000" Delete ""." and Insert "for deposit in the Trunk Highway Fund.""

New language will read ……………….commissioner of transportation $1,000,000 for deposit in the Trunk Highway Fund.

Representative Holberg renewed her motion that amendment A05-0395, as amended, be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Holberg renewed her motion that HF0310, as amended, be passed and re-referred to the General Register. THE MOTION PREVAILED.

HF1317 (Erhardt) Highway sign program billing authorized, and administrative cost deductible increased relating to the county state-aid highway fund.

Representative Erhardt moved HF1317 be heard and laid over for possible inclusion in the Transportation Finance Omnibus Bill.

Representative Erhardt renewed his motion that HF1317 be laid over for possible inclusion in the Transportation Finance Omnibus Bill. THE MOTION PREVAILED.

Chair Holberg adjourned the meeting at 1:30 P.M.
