MINUTES


Representative Paulsen, Chair of the Committee on Rules and Legislative Administration, called the forty-first meeting to order at 10:06 a.m. on Monday, May 1, 2006 in Room 118 of the State Capitol.

The Clerk noted the roll.

A quorum was present.

The first matter under consideration was the approval of the Proposed Supplemental Calendar for the Day for Monday, May 1, 2006.

Rep. Hoppe moved that the Proposed Supplemental Calendar for the Day be approved.

The MOTION PREVAILED THE PROPOSED SUPPLEMENTAL CALENDAR FOR
THE DAY FOR MONDAY, MAY 1, 2006 WAS APPROVED.

The second matter under consideration were bills pursuant to Joint Rule 2.03.

The first bill was SF1940 (Beard).

Rep. Paulsen moved that SF1940 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

Rep. Beard explained why SF1940 did not meet committee deadlines.

Discussion.

Rep. Paulsen renewed his motion that SF1940 be recommended to pass and be placed on the General Register.

The MOTION PREVAILED; SF1940 WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The second bill was HF2916 (Smith).

Rep. Smith moved that HF2916 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on Ways and Means.

Rep. Smith explained why HF2916 did not meet committee deadlines and noted that HF2916 should be recommended to pass and be placed on the General Register rather than be re-referred to the Committee on Ways and Means.

Discussion.

Rep. Smith moved that HF2916 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

The MOTION PREVAILED; HF2916 WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The third bill was HF3179 (Buesgens).

Rep. Paulsen moved that HF3179 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on Ways and Means.

Rep. Buesgens explained why HF3179 did not meet committee deadlines. He also presented the A23 amendment.

Discussion.

Rep. Paulsen moved that the A23 amendment be adopted.

The MOTION PREVAILED; THE A23 AMENDMENT WAS ADOPTED.

Rep. Paulsen renewed his motion that HF3179 be recommended to pass as amended and be re-referred to the Committee on Ways and Means.

The MOTION PREVAILED; HF3179 WAS RECOMMENDED TO PASS AS AMENDED AND BE RE-REFERRED TO THE COMMITTEE ON WAYS AND MEANS.

The fourth bill was HF3718 (Hornstein).

Rep. Paulsen moved that HF3718 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

Rep. Hornstein explained why HF3718 did not meet committee deadlines.

Rep. Paulsen renewed his motion that HF3718 be recommended to pass and be placed on the General Register.

The MOTION PREVAILED; HF3718 WAS RECOMMENDED TO PASS AND BE

PLACED ON THE GENERAL REGISTER.

The fifth bill was HF3764 (Tingelstad).

Rep. Tingelstad moved that HF3764 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

Rep. Tingelstad explained why HF3764 did not meet committee deadlines.

Rep. Tingelstad renewed her motion that HF3764 be recommended to pass and be placed on the General Register.

The MOTION PREVAILED; HF3764 WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The sixth bill was HF3538 (Otremba).

Rep. Carlson moved that HF3538 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

The MOTION PREVAILED; HF3538WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The seventh bill was HF3988 (Dean).

Rep. Paulsen moved that HF3988 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

The MOTION PREVAILED; HF3988 WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The third matter under consideration was HR23 (Erickson).

Rep. Paulsen moved that HR23 be recommended to pass.

Rep. Erickson presented HR23.

Rep. Paulsen renewed his motion that HR23 be recommended to pass.
The MOTION PREVAILED; HR23 WAS RECOMMENDED TO PASS.

The meeting adjourned at 10:16 a.m.
