MINUTES


Representative Erik Paulsen, Chair of the Committee on Rules and Legislative Administration called the twelfth meeting to order at 11:55 A.M. on Tuesday, April 26, 2005, in Room 118 of the State Capitol.

The Clerk noted the roll.

A quorum was present.

The first matter under consideration was the approval of the minutes from the meeting on Monday, April 18, 2005.

Rep. Kohls moved that the minutes be approved.

The MOTION PREVAILED; THE MINUTES FROM THE MEETING ON MONDAY, APRIL 18, 2005 WERE APPROVED.

The second matter under consideration was the Proposed Calendar for the Day for Tuesday, April 26, 2005.

Rep. Smith moved that the Proposed Calendar for the Day be approved.

The MOTION PREVAILED; THE PROPOSED CALENDAR FOR THE DAY FOR TUESDAY, APRIL 26, 2005 WAS APPROVED.

The third matter was H.R.11 (Sykora).

Rep. Sykora presented H.R.11.

Rep. Paulsen moved that H.R.11 be recommended to be adopted.

The MOTION PREVAILED; H.R. 11 WAS RECOMMENDED TO BE ADOPTED.


The fourth matter under consideration was H.F.874 (Brod).

Rep. Paulsen moved that H.F. 874 be recommended to pass pursuant to Joint Rule 2.03.

Rep. Brod explained why H.F. 874 missed committee deadlines.

Rep. Paulsen renewed his motion that H.F. 874 be recommended to pass and be placed on the General Register.

The MOTION PREVAILED; H.F. 874 WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The fifth matter under consideration was H.F. 813 (Sykora).

Rep. Paulsen moved that H.F. 813 be recommended to pass pursuant to Joint Rule 2.03 and be re-referred to the Committee on Agriculture, Environment and Natural Resources Finance.

Rep. Sykora explained why H.F. 813 missed committee deadlines.

Discussion.

Rep. Paulsen noted that he would change his motion to move that, pursuant to Joint Rule 2.03, H.F. 813 be recommended to pass and be re-referred to the Committee on Ways and Means.

The MOTION PREVAILED; H.F.813 WAS RECOMMENDED TO PASS AND BE RE-REFERRED TO THE COMMITTEE ON WAYS AND MEANS.

Rep. Paulsen noted that the vote on H.F. 874 should be reconsidered as the bill needs to be re-referred to the Committee on Ways and Means.

Rep. Paulsen moved that the motion by which H.F. 874 was passed be reconsidered.

The MOTION PREVAILED; THE MOTION BY WHICH H.F. 874 WAS PASSED WILL BE RECONSIDERED.

Rep. Paulsen moved that, pursuant to Joint Rule 2.03, H.F. 874 be recommended to pass and be re-referred to the Committee on Ways and Means.

The sixth matter under consideration was H.F. 987 (Sieben).

Rep. Paulsen moved that H.F. 987 be recommended to pass.

Rep. Sieben explained why H.F. 987 missed committee deadlines.

Rep. Paulsen renewed his motion that H.F. 987 be recommended to pass and be placed on the General Register.

The MOTION PREVAILED; H.F. 987 BE RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The seventh matter under consideration was H.F. 1081 (Ozment).

Rep. Hoppe moved that H.F. 1081 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on Ways and Means.

Rep. Hoppe explained why H.F. 1081 missed committee deadlines.

The eighth matter under consideration was H.F. 1344 (Westrom).

Rep. Paulsen moved that H.F. 1344 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on Ways and Means.

Rep. Westrom explained why H.F. 1344 missed committee deadlines.

Rep. Paulsen renewed his motion that, pursuant to Joint Rule 2.03, H.F. 1344 be recommended to pass and be re-referred to the Committee on Ways and Means.

The MOTION PREVAILED; H.F. 1344 WAS RECOMMENDED TO PASS AND BE RE-REFERRED TO THE COMMITTEE ON WAYS AND MEANS.

The ninth matter under consideration was H.F. 1732 (Blaine).

Rep. Johnson moved that H.F. 1732 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on Ways and Means.

Rep. Blaine explained why H.F. 1732 missed committee deadlines.

Discussion.

Rep. Johnson renewed his motion that, pursuant to Joint Rule 2.03, H.F. 1732 be recommended to pass and be re-referred to the Committee on Ways and Means.

The MOTION PREVAILED; H.F. 1732 WAS RECOMMENDED TO PASS AND BE RE-REFERRED TO THE COMMITTEE ON WAYS AND MEANS.

The tenth matter under consideration was H.F. 2092 (Smith).

Rep. Smith moved that H.F. 2092 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on State Government Finance.

Rep. Smith explained why H.F. 2092 missed committee deadlines.

Discussion.

Rep. Smith renewed his motion that, pursuant to Joint Rule 2.03, H.F. 2092 be recommended to pass and be re-referred to the Committee on State Government Finance.

The MOTION PREVAILED; H.F. 2092 WAS RECOMMENDED TO PASS AND BE RE-REFERRED TO THE COMMITTEE ON STATE GOVERNMENT FINANCE.

The eleventh matter under consideration was H.F. 2358 (Seifert).

Rep. Seifert moved that H.F. 2358 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on Ways and Means.

Rep. Seifert explained why H.F. 2358 missed committee deadlines.

Rep. Seifert renewed his motion that, pursuant to Joint Rule 2.03, H.F. 2358 be recommended to pass and be re-referred to the Committee on Ways and Means.

The MOTION PREVAILED; H.F. 2358 WAS RECOMMENDED TO PASS AND BE RE-REFERRED TO THE COMMITTEE ON WAYS AND MEANS.

The twelfth matter under consideration was a number of bills that passed the Committee on Ways and Means were mistakenly referred to the Committee on Rules and Legislative Administration by the Chief Clerk’s Office.

Rep. Paulsen moved that the following bills be recommended to pass to the General Register: H.F. 400 (Mahoney), H.F. 814 (Cornish), H.F. 898 (Sertich), H.F. 952 (Finstad), H.F. 1521 (Hamilton), H.F. 1964 (Peterson, N.), H.F. 2335 (Sykora) and S.F. 1621 (Blaine).

Discussion.

Rep. Paulsen renewed his motion that the bills be recommended to pass to the General Register.

The MOTION PREVAILED; THE ABOVE MENTIONED BILLS WERE RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The meeting adjourned at 12:10 P.M.
