Rep. Dean Simpson called the eleventh meeting to order at 3:00 p.m. on March 22, 2005 in Room 5 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Rep. Gunther moved approval of the minutes for March 15, 2005. The motion prevailed.

HF 1376 (Hoppe) Minneapolis; Walker Arts Center on-sale liquor license authorized.

Rep. Hoppe moved adoption of the Liquor Subcommittee Report (SCR1376CR1) to HF 1376. The motion prevailed.

Rep. Westrom assumed the gavel at 3:10 p.m.

Rep. Hoppe moved that HF 1376, as amended, be recommended to pass and be re-referred to the General Register. The motion prevailed.

HF 605 (Hoppe) Brewers manufacturing beer on the premises where the brewer also holds an on-sale liquor license authorized to use wort produced outside of Minnesota under certain circumstances.

Rep. Hoppe moved adoption of the Liquor Subcommittee Report (SCR0605CR1) to HF 605. The motion prevailed.

Rep. Hoppe moved that HF 605, as amended, be recommended to pass and be re-referred to the General Register.

Rep. Hoppe moved to amend HF 605, as amended, (H0605A3 amendment).

Rep. Dean Simpson testified to the proposed H0605A3 amendment to HF 605.

Rep. Hoppe renewed the motion to amend HF 605, as amended, (H0605A3 amendment). The motion prevailed. The amendment was adopted.

Rep. Westrom renewed the motion that HF 605, as amended, be recommended to pass and be re-referred to the committee on Governmental Operations. The motion prevailed.

HF 514 (Westerberg) Lottery board established.

Rep. Westerberg moved adoption of the Gaming Division Report (DIV0514CR1) to HF 514. The motion prevailed.


Clint Harris, Minnesota State Lottery, testified before the committee.

Rep. Westerberg moved that HF 514, as amended, be recommended to pass and be re-referred to the committee on Governmental Operations. The motion prevailed.

HF 1801 (Hackbarth) Lawful gambling definitions amended, and technical and conforming changes provided.

Rep. Westrom moved adoption of the Gaming Division Report (DIV1801CR1) to HF 1801. The motion prevailed.

Rep. Hackbarth moved that HF 1801, as amended, be recommended to pass and re-referred to the committee on State Government Finance.

Rep. Hackbarth moved to amend HF 1801,as amended, (H1801DRA3 amendment).

Rep. Beard testified to the proposed H1801DRA3 amendment to HF 1801, as amended.

Rep. Hackbarth renewed the motion to amend HF 1801, as amended, (H1801DRA3 amendment). The motion prevailed. The amendment was adopted.

Rep. Westrom moved to amend HF 1801, as amended, (H1801DRA2 amendment). The motion prevailed. The amendment was adopted.

Rep. Zellers moved to amend HF 1801, as amended, (H1801DRA1 amendment). The motion prevailed. The amendment was adopted.

Rep. Zellers moved the following oral amendment to HF 1801, as amended:

Page 37 - 41, Delete section 2

Rep. Atkins raised a point of order regarding substantive amendments and the 24-hour rule.

Rep. Zellers withdrew the oral amendment to HF 1801, as amended.

Paul Cassidy testified to HF 1801, as amended.

Rep. Hackbarth renewed the motion that HF 1801, as amended, be recommended to pass and be re-referred to the committee on State Government Finance. The motion prevailed.

Rep. Hackbarth moved that HF 1026, as amended, be brought up for reconsideration before the committee. The motion prevailed.

Rep. Hackbarth moved that HF 1026, as amended, be referred to the committee on Agriculture, Environment & Natural Resources Finance Committee. The motion prevailed.

Closing comments by the Chair. The meeting was adjourned at 3:50 p.m.
