MINUTES


Representative Mark Olson, Chair of the Local Government Committee, called the twelfth meeting to order at 12:34 P.M. on Monday, February 23, 2005, in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.


POPPE, Jeanne moved the Minutes of February 21, 2005 be approved as prepared by the Clerk. THE MOTION PREVAILED


HF0241 (Vandeveer) Public employers and contractors prohibited from forbidding employees from wearing an American flag patch or pin.

GAROFALO, Pat moved HF0241 be recommended to pass and be referred to the Committee on Taxes.

GAROFALO, Pat moved to recommend HF0241 be amended as follows:

(see H0241A2 attached)

THE MOTION to recommend adoption of the amendment PREVAILED.

Representative Ray Vandeveer provided testimony on and responded to the Committee’s questions regarding HF0241.

WARDLOW, Lynn moved to recommend HF0241 be further amended as follows:

Page 1, line 9 after "pin" insert "respectfully"
Page 1, line 10 after the comma, insert "according to the customary and standard flag etiquette,"

THE MOTION to recommend adoption of the amendment PREVAILED.

HILSTROM, Debra moved to recommend HF0241 be further amended as follows:

Page 1, delete lines 22 through 25
Page 2, delete line 1

CORNISH, Tony requested a Roll Call on the Hilstrom Amendment.

Without objection the Hilstrom Amendment was withdrawn by its author.

There being no further testimony pro or con, the question re-occurred on the Garofalo Motion to recommend that HF0241 be amended, and when so amended, be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED


HF0656 (Samuelson) Anoka county laws repealed and recodified.

SAMUELSON, Char moved HF0656 be recommended to pass.

SAMUELSON, Char moved to recommend HF0656 be amended as follows:

THE MOTION to recommend adoption of the amendment PREVAILED.

The following provided testimony on and responded to the Committee’s questions regarding HF0656:

Representative Char Samuelson and Kristen Larson, Anoka County Assistant County Attorney, 2100 3rd Av, Anoka, MN, 55303.

The Chair called Representative Lanning to the Chair.

There being no further testimony pro or con, the question re-occurred on the Samuelson Motion to recommend HF0656 be amended, and when so amended, be recommended to pass. THE MOTION PREVAILED


Representative Olson resumed the Chair.

Continuation of Panel Discussion on Annexation.

The following provided material and/or testimony on and responded to the Committee’s questions regarding annexation:
