Representative Bob Gunther, Chair of the Jobs & Economic Opportunity Policy & Finance Committee called the sixty-second meeting to order at 8:20 a.m., on Thursday, April 6, 2006, in Room 10 of the State Office Building.

The Clerk noted the roll.

Chair Gunther called Vice Chair Garofalo to the Chair at 8:21AM.

HF3419(Gunther) Prepurchase delivered fuel program created.
HF3141(Cornish) Fuel prepurchase by department of commerce in certain cases related to low-income home energy assistance program required.

Chair Gunther and Representative Cornish presented HF3419 and HF3141.

A quorum was present at 8:23 AM, and Vice Chair Garofalo called the meeting to order.

Chair Gunther moved HF3419 and HF3141 to be before the committee and to be laid over for possible inclusion in the Jobs & Economic Opportunity Omnibus Bill.

Chair Gunther moved Amendment H3419DE2. The motion prevailed. Amendment H3419 was adopted.

Representative Westerberg moved to adopt Amendment H3484A9. The motion prevailed. Amendment H3484A9 was adopted.

HF3465(Thissen) Low-income heating assistance funding provided and money appropriated.

Representative Sertich moved HF3465 to be before the committee and to be laid over for possible inclusion in the Jobs & Economic Opportunity Omnibus Bill.

Chair Gunther moved to adopt Amendment H3465ADE1. The motion prevailed. Amendment H3465DE1 was adopted.

Representative Slawik moved to reconsider HF3944, which had been previously laid over for possible inclusion in the Jobs & Economic Opportunity Omnibus Bill. The motion to reconsider prevailed.

Representative Slawik moved to recommend passage of HF3944 and re-refer to the Rules Committee. The motion prevailed. HF3944 was recommended to pass and re-referred to the Rules Committee.


HF3561(Severson) Biotechnology and health sciences industry zone designation authorized.

Chair Gunther moved HF3561 to be before the committee and to be laid over for possible inclusion in the Jobs & Economic Opportunity Omnibus Bill.

Vice Chair Garofalo moved to adopt an oral amendment, page 1, line 1.12, after the period, insert “The commissioner shall apply for grant funds to offset the costs of developing and implementing postadoption search services training.” The motion prevailed. The oral amendment was adopted.

Vice Chair Garofalo moved to adopt an oral amendment, page 1, line 1.3, delete “adoption”; page 1, line 1.14, delete “services, including”; page 1, line 1.16, delete “adoption services, including”. The motion prevailed. The oral amendment was adopted.
