Representative Jim Abeler, Chairman of the Cost Containment Division of the Health Policy and Finance Committee, called the nineteenth meeting to order at 11:45 A.M. on Friday May 6, 2005, in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Rep. Abeler made introductory comments.

Rep. Abeler moved the DE4-3 amendment to HF 2438.

The motion passed, the amendment was adopted.

Rep. Abeler moved an oral amendment to the DE4-3 amendment:

Pg 1, ln 5, reinstate original language.

Rep. Abeler withdrew his motion.

Rep. Abeler moved an oral amendment to the DE4-3 amendment:

Pg 1, ln 14, delete “provides full Minnesota benefits”, and insert “is subject
to Minnesota law”.

The motion passed, the amendment was adopted.

Rep. Abeler moved an oral amendment to the DE4-3 amendment:

Pg 4, ln 14, delete “charges” and insert “payments”.
Pg 4, ln 17, delete “charge” and insert “payment”.
Pg 4, ln 22, delete “charge” and insert “payment”.

Rep. Bradley moved an oral amendment to the DE4-3 amendment:

Pg 9, lns 35-36 and pg 10, lns 1-4, reinstate stricken language.

Rep. Greiling moved an oral amendment to the DE4-3 amendment:

Pg 10, ln 2, insert “,” after “hypertension”, and delete “and”.
Pg 10, ln 3, insert “, and depression” after “diseases”.

The motion passed, the amendment was adopted.

Rep. Goodwin moved an oral amendment to the DE4-3 amendment:

Pg 10, lns 30-36 and p 11, lns 1-7, reinstate stricken language.

Rep. Abeler moved that staff shall be instructed to make appropriate technical changes to require a report to the legislature only when a study is actually completed.

Rep. Abeler renewed his motion that HF 2438, as amended, be re-referred to the Committee on
Health Policy and Finance.

The motion passed, the bill will be re-referred.
