MINUTES


Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the fifty-fourth meeting to order at 10:20 a.m. on Tuesday, March 14, 2006 in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Rep. Finstad moved approval of the minutes of March 9 and March 10, 2006. The Chair made a correction on Line 2 of Page 1, delete "Thursday" and insert “Friday". THE MOTION PREVAILED. The minutes were approved, as corrected.

HF3255 (Wilkin) Minnesota Starvation and Dehydration of Persons with Disabilities Prevention Act established.

Rep. Wilkin moved HF 3255 be recommended to pass and be rereferred to the Committee on Civil Law.

Rep. Wilkin moved to amend HF 3255 as follows:

Page 3, Line 3.32, delete “and" and insert “or"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Proponents and opponents were given 15 minutes to testify.

HF3258 (Brod) Reporting on notification required before an abortion is performed on a minor or certain other women required and civil penalties provided.

Rep. Bradley moved HF 3258 be recommended to pass and be rereferred to the Committee on Civil Law.

Rep. Bradley moved to amend HF 3258 (see Amendment A06-1121 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Brod presented HF 3258.

Proponents and opponents were given 15 minutes to testify.

At 12:00 Noon, the Chair called a recess until approximately 4:15 p.m.
