Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the fortieth meeting to order at 6:45 p.m. on Monday, April 11, 2005 in Room 200 of the State Office Building.

The Clerk noted the roll.

HF2344 (Eken) Norman County nursing facility payment rate increased

Rep. Eken moved HF 2344 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Eken moved to amend HF 2344 (see Amendment H2344A1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Eken renewed his motion that HF 2344, as amended, be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Dean moved approval of the minutes of April 7 and April 8, 2005. THE MOTION PREVAILED. The minutes were approved.

HF1761 (Kahn) Active military personnel allowed to suspend MinnesotaCare enrollment without a lapse in coverage, and MinnesotaCare eligibility determinations and premium payments modified for persons in active military service.

Rep. Finstad moved HF 1761 moved HF 1761 be recommended to pass.

Rep. Finstad moved to amend HF 1761 (see Amendment H1761DE3 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF1294 (Abeler) Social work statutes and rules recodified, rulemaking authorized, penalties
provided, and money appropriated.

The Chair removed HF 1294 from the table.

Rep. Abeler moved to incorporate HF 1294, as amended (see H1294UE-2 attached) into HF 1161.

Rep. Abeler moved to amend HF 1294, the unofficial engrossment labeled H1294UE-2 (see Amendment H1294A6 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Emmer moved to amend HF 1294, the unofficial engrossment labeled H1294UE-2 as follows:

Page 7, lines 25 and 26, delete "and criminal prosecution"

Lynn Aves, House Research Analyst, clarified language in statute.

Rep. Abeler accepted Rep. Emmer’s oral amendment as a friendly amendment. ). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Abeler renewed his motion to incorporate HF 1294 (see H1294UE-2 attached), as amended, into HF 1161. THE MOTION PREVAILED.

HF1935 (Abeler) Audiologist hearing instrument dispenser certification requirement eliminated.

The Chair removed HF 1935 from the table.

Rep. Abeler moved to incorporate HF 1935, as amended (see H1925UE-1 attached) into HF 1161.

Rep. Abeler moved to amend HF 1935, the unofficial engrossment labeled H1935UE-1 (see Amendment A05-0554 attached).

HF1161 (Huntley) Credentialed health occupations penalty fees established.

The Chair removed HF 1161 from the table.

Rep. Huntley moved HF 1161, the unofficial engrossment labeled H1161UE-1, as amended, be recommended to pass and be re-referred to Ways & Means.

Katherine Schill, House Fiscal Analyst, responded to questions concerning cost savings.

Rep. Huntley renewed his motion that HF 1161, the unofficial engrossment labeled H1161UE-1, as amended, be recommended to pass and be re-referred to Ways & Means. THE MOTION PREVAILED.

HF1873 (Powell) MinnesotaCare provisions modified to align with practice

Rep. Powell moved HF 1873 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Powell moved to amend HF 1873 (see Amendment H1873A1 attached).
