MINUTES


Representative Brad Finstad, Vice Chair of the Health Policy and Finance Committee, called the thirty-ninth meeting to order at 9:15 a.m. on Friday, April 8, 2005 in Room 10 of the State Office Building.

The Clerk noted the roll.

HF2019 (Bradley) Medical assistance recovery from trusts and annuities authorized.

Rep. Bradley moved HF 2019 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Bradley presented HF 2019.

Rep. Bradley renewed his motion that HF 2019 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

HF1372 (Huntley) Medical assistance reimbursement rates modified for nursing facilities.

Rep. Huntley moved HF 1372 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Huntley moved to amend HF 1372 (see Amendment H1372DE1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Huntley renewed his motion that HF 1372, as amended, be laid over for possible inclusion in the Health Policy and Finance omnibus bill.


HF1272 (Ruth) Marriage and family therapy included in definition of professional services, and
marriage and family therapist practice of services in combination authorized.

Rep. Huntley moved HF 1272 be recommended to pass. After short discussion, THE MOTION PREVAILED.

HF1161 (Huntley) Credentialed health occupations penalty fees established.

Rep. Huntley moved adoption of the HF 1161 Subcommittee Report. THE MOTION PREVAILED. THE SUBCOMMITTEE REPORT WAS ADOPTED.

Rep. Huntley moved HF 1161, as amended (see H1161UE-1 attached) be recommended to pass and be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Huntley moved to reconsider HF 1161, as amended (see H1161UE-1 attached). THE MOTION PREVAILED.

The Chair laid over HF 1161, as amended (see H1161UE-1 attached).

HF1918 (Finstad) Physical therapist assistant, aide, and student definitions provided; license
provisions modified; and penalties provided.

Rep. Finstad moved to adopt the HF 1918 Subcommittee Report. THE MOTION PREVAILED. THE SUBCOMMITTEE REPORT WAS ADOPTED.

Rep. Finstad moved to incorporate HF 1918, as amended (see H1918UE-1 attached), into HF 1161.
THE MOTION PREVAILED.

HF1594 (Eken) Respiratory therapy practice recognized in emergency situations.

Rep. Eken moved to adopt the HF 1594 Subcommittee Report. THE MOTION PREVAILED. THE SUBCOMMITTEE REPORT WAS ADOPTED.

Rep. Eken moved HF 1594 be incorporated into HF 1161. THE MOTION PREVAILED.

HF1865 (Abeler) Dental licensure provisions modified, and fees established.

Rep. Abeler moved to adopt the HF 1865 Subcommittee Report. THE MOTION PREVAILED. THE SUBCOMMITTEE REPORT WAS ADOPTED

Rep. Abeler moved HF 1865 be incorporated into HF 1161.

Rep. Abeler renewed his motion that HF 1865 be incorporated into HF 1161. THE MOTION PREVAILED.

HF637 (Abeler) Licensed professional counselor provisions modified

Rep. Abeler moved to adopt the HF 637 Subcommittee Report. THE MOTION PREVAILED. THE SUBCOMMITTEE REPORT WAS ADOPTED.

Rep. Abeler moved to incorporate HF 637, as amended (see H0637UE-1 attached) into HF 1161.

Rep. Abeler moved to amend HF 637, the unofficial engrossment labeled H0637UE-1 (see Amendment H0637A4 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Rep. Abeler moved to amend HF 637, the unofficial engrossment labeled H0637UE-1 (see Amendment H0637A5 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF1112 (Abeler) Alcohol and drug counselor voluntary licensure provisions reinstated.

Rep. Abeler moved to adopt the HF 1112 Subcommittee Report. THE MOTION PREVAILED. THE SUBCOMMITTEE REPORT WAS ADOPTED.

Rep. Abeler moved to incorporate HF 1112, as amended (see H1112UE-1 attached) into HF 1161.

Rep. Abeler moved to amend HF 1112, the unofficial engrossment labeled H1112UE-1 (see Amendment H1112A1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Abeler renewed his motion that HF 1112 (see H1112UE-1 attached), as amended, be incorporated into HF 1161. THE MOTION PREVAILED

HF1935 (Abeler) Audiologist hearing instrument dispenser certification requirement eliminated.

Rep. Abeler moved to adopt the HF1935 Subcommittee Report. THE MOTION PREVAILED. THE SUBCOMMITTEE REPORT WAS ADOPTED.

Rep. Abeler moved to incorporate HF 1935, as amended (see H1935UE-1 attached) into HF 1161.

Rep. Abeler moved to amend HF 1935, the unofficial engrossment labeled H1935UE-1 (see Amendment A05-0457 attached).

HF1294 (Abeler) Social work statutes and rules recodified, rulemaking authorized, penalties
provided, and money appropriated.

Rep. Abeler moved HF 1294, as amended (see H1294UE-2 attached) be incorporated into HF 1161.

Rep. Abeler moved to amend the unofficial engrossment labeled H1294UE-2 (see Amendment H1294A4 attached).

Rep. Abeler incorporated changes on pages 1 and 3 of Amendment H1294A4 as follows:

Page 1, delete "(H1294UE-1)" and insert "(H1294UE-2)"
Page 3, line 24, delete "11 to 14" and insert "14 to 17"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF1840 (Abeler) Physician assistants physician review modified, and telephone information
contained on prescriptions requirement eliminated

Rep. Abeler moved to adopt the HF 1840 Subcommittee Report. THE MOTION PREVAILED. THE SUBCOMMITTEE REPORT WAS ADOPTED.

Rep. Abeler moved to incorporate HF 1840, as amended (see H1840UE-1 attached) into HF 1161.
THE MOTION PREVAILED.

Chairman Bradley invited committee members to bring their ideas and recommendations for the Health Policy and Finance omnibus bill to the Tuesday, April 12, meeting.

The next meeting will be held on Monday, April 11, 2005, approximately one hour after Session adjourns in Room 200 of the State Office Building.

The meeting was adjourned at 11:18 a.m.
