MINUTES


Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the thirtieth meeting to order at 10:19 a.m. on Wednesday, March 23, 2005 in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Chair Bradley announced that the following bills are being referred to the Health Care Cost Containment Division:

HF 771 (Abeler) Evidence-based health care guidelines provided

HF 840 (Abeler) Prescription drug wholesale distributor requirements modified

HF 1861 (Abeler) Health care best practices guidelines modified, and quality improvement investment program established.

HF 1863 (Abeler) Electronic medical record system loan program fund established, bonds issued, and money appropriated

HF 1864 (Abeler) Coordinated statewide health improvement action plan provided, health plans required to issue coverage to all applicants and charge community rates, income tax deduction provided, coverage maintenance required, and money appropriated.

HF1040 (Finstad) School and mental health provider collaboration task force established.

Rep. Finstad moved HF 1040 be recommended to pass and be re-referred to Education Policy and Reform.

Rep. Finstad presented HF 1040.

Katherine Schill, House Fiscal Analyst, explained the fiscal note.

Rep. Finstad renewed his motion that HF 1040 be recommended to pass and be re-referred to the Committee on Education Policy and Reform. THE MOTION PREVAILED.


HF235 (Otremba) Unborn Child Pain Prevention Act adopted, and criminal penalties imposed.

Rep. Otremba moved HF 235 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Finstad requested a roll call vote on HF 235.

Rep. Thissen moved to amend HF 235 as follows:

Page 2, line 19, delete "felony" and insert "misdemeanor"

The motion did not prevail. The amendment was not adopted.

Rep. Otremba renewed her motion that HF 235 be laid over for possible inclusion in the Health Policy and Finance omnibus bill. A roll call was taken on HF 235:

There being 11 Yes votes and 4 No votes, THE MOTION PREVAILED. The Chair laid over HF 235 for possible inclusion in the Health Policy and Finance omnibus bill.

HF226 (Smith) Abortion notification data reporting required relating to abortions performed on a minor or specified other women.

Rep. Bradley moved HF 226 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Smith presented HF 226.

HF227 (Blaine) Family planning grant funds use limited to exclude abortion services.

Rep. Bradley moved HF 227 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Huntley moved to amend HF 227 (see Amendment H227A1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Walker moved to amend HF 227 (see Amendment H227A2 attached). ). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
