HEALTH POLICY & FINANCE COMMITTEE

MINUTES


Representative Fran Bradley, Chair of the Health Policy & Finance Committee, called the seventh meeting to order at 10:16 a.m. on Thursday, January 27, 2005, in Room 10 of the State Office Building.

The Clerk noted the roll.

Members present:

A quorum was present.

Rep. Emmer moved approval of the minutes of Wednesday, January 26, 2005. THE MOTION PREVAILED. The minutes were approved.

HF 405 (Meslow) Freedom to Breathe Act of 2005 established requiring persons to refrain from smoking in certain areas including places of employment, public transportation, bars, and restaurants;

Rep. Bradley moved HF 405 be re-referred to the Committee on Commerce and Financial Institutions without recommendation.

Representatives Meslow and Latz presented HF 405.

Representatives Abeler and Thao moved to amend HF 405 (see Amendment H0405A8 attached).

Janelle Taylor, House Research Analyst, clarified language in current statute and in the Amendment.

Representatives Abeler and Thao renewed their joint motion to amend HF 405 (see Amendment H0405A8 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representatives Meslow and Latz gave closing remarks in support of HF 405.

Rep. Bradley renewed his motion that HF 405, as amended, be re-referred to the Committee on Commerce and Financial Institutions without recommendation. THE MOTION PREVAILED.

The next meeting of the Health Policy & Finance Committee will be held at 10:15 a.m. on Tuesday, February 1, 2005, in Room 10 of the State Office Building.


The meeting was adjourned at 11:37 a.m.
