MINUTES


Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the twenty-ninth meeting to order at 10:20 a.m. on Tuesday, March 22, 2005 in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Rep. Dean moved approval of the minutes of March 17, 2005. THE MOTION PREVAILED. The minutes were approved.

HF1407 (Finstad) Brown County intermediate care facility for persons with mental retardation relocation authorized

Rep. Finstad moved HF 1407 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Bradley moved to amend HF 1307 (see Amendment H1307A2 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF1619 (Dean) Health Care Administrative Simplification Act of 1994 modified, and other health care administrative and filing requirements modified.

Rep. Dean moved HF 1619 be recommended to pass.

Rep. Dean moved to amend HF 1925 (see Amendment H1925A1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

page 20, delete Subdivision 2 of Sec. 15

Rep. Dean moved to vote on the first part of the divided amendment (see No. 1 above)
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

A vote was taken on the second part of the divided amendment (see No. 2 above). The motion did not prevail.

The Chair instructed staff to make appropriate corrections to numbering of subdivisions.

Rep. Dean moved to amend HF 1925 as follows:

Page 21, lines 10 and 13, delete "nine" and insert "four"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Peppin moved to amend HF 1925 as follows:

Page 19, lines 7, 12, 13, 29, 30, 32, after "syndrome" insert "and shaken baby syndrome"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Rep. Walker moved to amend HF 1925 as follows:

Page 31, line 29, before "if" insert "related to child foster care licensure only"

Rep. Dean accepted Rep. Walker’s amendment as a friendly amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Thissen moved to amend HF 1925 (see Amendment H1925A3 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Dean modified his motion and moved that HF 1925, as amended, be recommended to pass and be re-referred to the Committee on Civil Law and Elections. THE MOTION PREVAILED.

The next meeting of the Health Policy & Finance Committee will be held at 10:15 a.m. on Wednesday, March 23, 2005, in Room 10 of the State Office Building.

The meeting was adjourned at 8:04 p.m.
