MINUTES


Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the twenty-fifth meeting to order at 10:20 a.m. on Wednesday, March 10, 2005 in Room 10 of the State Office Building.

The Clerk noted the roll.

HF952 (Finstad) Abortion alternative grants and public information provided, "Positive Alternatives Act" created, and money appropriated.

Rep. Finstad presented HF 952.

A quorum was present at 10:21 a.m.

Rep. Finstad moved HF 952 be recommended to pass and be re-referred to the Committee on Civil Law and Elections.

Rep. Finstad moved to amend HF 952 (see Amendment H0952A7 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Emmer moved approval of the minutes of the March 9, 2005, meeting. THE MOTION PREVAILED. The minutes were approved.

Rep. Finstad continued presenting HF 952.

Rep. Goodwin moved to amend HF 952 (see Amendment H0952A3 attached). Rep. Goodwin incorporated the following changes in Amendment H0952A3:

Page 1, delete line 2
Page 1, line 3, delete "10" and insert "1"
Page 1, after line 4, insert "renumber the lines"

A vote was taken on Amendment H0952A3, as amended. ). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF681 (Westrom) Hospital accrediting organization for presumptive licensure purposes authorized.

Rep. Bradley moved HF 681 be recommended to pass.

Rep. Bradley renewed his motion that HF 681 be recommended to pass. THE MOTION PREVAILED.

HF776 (McNamara) Medicare supplement coverage purchase right broadened.

Rep. Bradley moved HF 776 be recommended to pass.

Rep. McNamara presented HF 776.

Rep. Bradley renewed his motion that HF 776 be recommended to pass. THE MOTION PREVAILED.

HF1336 (Huntley) Hospital payment provision modified for diagnostic-related group payments.

Rep. Huntley moved HF 1336 be laid over for possible inclusion in the Health Finance omnibus bill.

Testifying in support of HF 1336:

Rep. Huntley and Rep. Finstad presented HF 1336.

Rep. Huntley renewed his motion that HF 1336 be laid over for possible inclusion in the Health Finance omnibus bill. THE MOTION PREVAILED.. The Chair laid over HF 1336 for possible inclusion in the Health Finance omnibus bill.

The next meeting of the Health Policy & Finance Committee will be held at 10:15 a.m. on Tuesday, March 15, 2005, in Room 10 of the State Office Building.

The meeting was adjourned at 12:10 p.m.
