MINUTES


Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the forty third meeting to order at 10:24 AM on Thursday, March 09, 2006, in Room 5 of the State Office Building.

The Clerk noted the roll.

Representative Tina Liebling moved the approval of the minutes of Wednesday, March 8, 2006. THE MOTION PREVAILED.+

HF3056 (Blaine) State Timber Act modified, land donor appraisal reimbursement and acquisition of land provided, state forest user fees established, forest resource management plan requirement eliminated, and money appropriated.

Representative Kathy Tingelstad moved that HF3056 be recommended to pass and be referred to the Committee on Agriculture, Environment & Natural Resources Finance.

Representative Phyllis Kahn moved to amend HF3056, the first engrossment, as follows:
Delete Section 10 of HF3056.

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Phyllis Kahn moved to amend HF3056, the first engrossment, as follows:
Delete Section 4 of HF3056.

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Phyllis Kahn moved to amend HF3056, the first engrossment, as follows:
Delete the “or” and reinsert “and” on page 7, line 7

Representative Kathy Tingelstad renewed her motion that HF3056 be recommended to pass as amended and be referred to the Committee on Agriculture, Environment & Natural Resources Finance. THE MOTION PREVAILED AND THE BILL WAS REFERRED TO THE COMMITTEE ON AGRICULTURE, ENVIRONMENT & NATURAL RESOURCES FINANCE.

HF2872 (Erickson) Political subdivision defined relating to state auditor and provisions applied.

Representative Kathy Tingelstad moved that HF2872 be recommended to pass and be referred to the Committee on State Government Finance.

Representative Kathy Tingelstad moved the H2872A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Phyllis Kahn moved to refer HF2872 to the Committee on Local Government as amended without recommendation.

Representative Denny McNamara moved to amend the motion as follows:
Delete “without recommendation” and insert “with recommendation”

Representative Phyllis Kahn accepted Representative Denny McNamara’s amendment.

Representative Kathy Tingelstad withdrew her original motion to refer the bill to the Committee on State Government Finance.

Representative Phyllis Kahn renewed her motion that HF2872 be recommended pass as amended and be referred to the Committee on Local Government. THE MOTION PREVAILED AND THE BILL WILL WAS REFERRED TO THE COMMITTEE ON LOCAL GOVERNMENT.

HF3133 (Gazelka) Employment and Economic Development Department technical and housekeeping changes provided, department assistance provision to small businesses regarding federal funds required, fees imposed, and revenue appropriated.

Representative Kathy Tingelstad moved that HF3133 be passed and referred to the Committee on Commerce and Financial Institutions.

Representative Kathy Tingelstad moved to amend HF3133 as follows:
Page 2, line 20, delete “11” and insert “eligible”

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
