MINUTES


Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the thirty sixth meeting to order 4:47 PM on Tuesday, May 10, 2005 in Room 5 of the State Office Building.

The Clerk noted the roll.

Representative Ruth Johnson moved the approval of the minutes of Tuesday, April 12, 2005. THE MOTION PREVAILED.

HF2480 (Finstad) Baseball stadium development process provided, metropolitan stadium authority established, Metropolitan Council bonds authorized, and host community powers provided.

Representative Tingelstad moved that HF2480 be passed and be re-referred to the Committee on Local Government.

Representative Tingelstad moved the H2480DE1 Delete Everything Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

The committee recessed at 4:52 PM.

The committee reconvened at 6:15 PM.

Representative Tingelstad moved the H2480A15 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Loeffler moved the H2480A25 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Kahn moved the H2480A5 Amendment.

Representative Kahn incorporated the following changes to the H2480A5 Amendment:

Page 1, line 11, delete “12” and insert “8”
Page 1, lines 14-15, delete “Metropolitan Sports Facilities Commission” and insert “authority”
Page 1, line 9, before the period, insert “on the same terms offered to any other entity”

Representative McNamara moved to amend the H2480A5 Amendment as follows:
Line 8, after “to”, insert “a Minnesota buyer”, delete “the entity formed in compliance with paragraph (b) on the same terms offered to any other entity”

Representative McNamara withdrew his oral amendment.

Representative Kahn requested a division count on the vote.

There being 11 ayes and 11 nays, with 0 absentees: THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Olson moved the H2480A19 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Mahoney moved the H2480A8 Amendment.

Representative Mahoney requested a division count on the vote.

There being 8 ayes and 14 nays, with 0 absentees: THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Loeffler moved the H2480A20 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Liebling moved the Liebling1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Welti moved the H2480A10 Amendment.

Representative Welti incorporated the following change to the H2480A10 Amendment:
Page 1, line 4, after “state” insert “wide tax or general fund”

THE MOTION DID NOT PREVAIL AND THE AMENDEMNT WAS NOT ADOPTED.

Representative Olson moved the H2480A17 Amendment.

Representative Olson incorporated the following change to the H2480A17 Amendment:

Page 1, line 7, after “election” insert “or any regularly scheduled election”

A division was requested.

There being 9 ayes and 13 nays, with 0 absentees: THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Kahn moved the H2480A16 Amendment.

Representative Kahn incorporated the following changes to the H2480A16 Amendment:

Page 1, line 5, delete “…” and insert “.075”
Page 1, line 8, delete “…” and insert “.075”

THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Loeffler moved the H2480A24 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Neil Peterson moved the H2480A18 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Tingelstad renewed her motion that HF2480 be passed as amended and be re-referred to the Committee on Local Government.

Representative Kahn requested a roll call vote.
