Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the eighteenth meeting to order at 10:20 am on Tuesday, March 01, 2005, in Room 5 of the State Office Building.

The Clerk noted the roll.

10:21:40 AM Representative Lynn Wardlow moved the approval of the minutes of Thursday, February 24, 2005. THE MOTION PREVAILED.

HF1240 (Severson) relating to veterans; designating the month of May each year as "Hire a Veteran Month" in Minnesota; proposing coding for new law in Minnesota Statutes, chapter 10.

10:22:54 AM Representative Severson moved that HF1240 be recommended to pass and be sent to the General Register.

10:23:00 AM The following witnesses testified regarding HF1240:

10:33:36 AM Representative Severson renewed his motion that HF1240 be recommended to pass and be sent to the General Register. THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF826 (Ozment) relating to the environment; creating the Clean Water Legacy Act; providing authority, direction, and funding to achieve and maintain water quality standards for Minnesota's surface waters in accordance with section 303(d) of the federal Clean Water Act; appropriating money; proposing coding for new law in Minnesota Statutes chapter 446A; proposing coding for new law as Minnesota Statutes, chapter 114D.

10:33:30 AM Representative Tingelstad moved that HF826 be recommended to pass and be re-referred to the Committee on Local Government.

10:58:33 AM Representative Tingelstad moved the H0826A14 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

11:01:28 AM Representative Severson moved the A05-0126 Amendment.

11:07:20 AM Representative Severson incorporated the following oral amendments to the A05-0126 Amendment as follows:
Page 1, line 22, delete "that a" and insert "of how" and delete "copy of" and insert "access to"
Page 1, line 23, delete "is available on request from the agency" and insert "can be obtained"

11:13:07 AM Representative Dempsey moved to amend the A05-0126 Amendment as follows:
Page 2, line 4, delete "advising" and insert "informing"

THE MOTION PREVAILED AND THE DEMPSEY AMENDMENT WAS ADOPTED.

11:14:05 AM Representative Severson renewed his motion to move the A05-0126 Amendment as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

11:57:31 AM Representative Tingelstad moved that HF826 be officially laid over until the next Governmental Operations and Veterans Affairs Committee hearing, Wednesday, March 2, 2005.
