Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the fourteenth meeting to order at 10:20 am on Thursday, February 17, 2005, in Room 5 of the State Office Building.

The Clerk noted the roll.

10:22:24 AM Representative Ruth Johnson moved the approval of the minutes of Wednesday, February 16, 2005. THE MOTION PREVAILED.

HF674 (Knoblach) relating to state government; classifying certain investment-related data of the State Board of Investment; amending Minnesota Statutes 2004, sections 11A.24, subdivision 6; 13.635, by adding a subdivision.

10:23:09 AM Representative Tingelstad moved that HF674 be recommended to pass and be re-referred to the Committee on Civil Law and Elections.

10:23:38 AM Representative Tingelstad moved the H0674DE1 Delete Everything Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

10:32:01 AM Representative Tingelstad renewed her motion that HF674 be recommended to pass as amended and be re-referred to the Committee on Civil Law and Elections. THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF685 (Severson) relating to veterans; eliminating a restriction on a veteran's preference provision; repealing Minnesota Statutes 2004, section 43A.11, subdivision 2.

10:32:53 AM Representative Severson moved that HF685 be recommended to pass to the General Register.

10:33:07 AM Representative Severson moved the H0685A2 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

10:56:45 AM Representative Tingelstad welcomed visitors from the Leadership Institute of Greater Mankato, Mankato, MN, who were participants in the Capitol Historic Site’s “Voice of the People: Your Role in Minnesota Government” tour and educational program.

11:00:02 AM Representative Severson renewed his motion that HF685 be recommended to pass as amended and be placed on the General Register. THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF417 (Hackbarth) relating to game and fish; authorizing the commissioner of natural resources to give preference in certain hunting and fishing license and permit lotteries to military service members and veterans; amending Minnesota Statutes 2004, section 97A.465, by adding a subdivision.

11:00:56 AM Representative Tingelstad moved that HF417 be recommended to pass to the General Register.
