MINUTES


Representative Tom Hackbarth, Chair of the Environment & Natural Resources Policy Committee, called the twenty-fifth meeting to order at 12:35 p.m. on March 2, 2006, in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

Rep. Hortman moved the adoption of the minutes of the Environment and Natural Resources Policy Committee dated April 12, 2005, February 15, 2006 and February 21, 2006.

THE MOTION PREVAILED

12:36:41 PM HF3056 (Blaine) State Timber Act modified, land donor appraisal reimbursement and acquisition of land provided, state forest user fees established, forest resource management plan requirement eliminated, criminal penalties provided, and money appropriated.

Rep. Blaine moved that HF3056 be recommended to pass and be re-referred to the committee on Government Operations and Veterans Affairs.

1:05:17 PM Rep. Blaine renewed his motion that HF3056 be recommended to pass, as amended, and re-referred to the committee on Government Operations and Veterans Affairs.

1:05:39 PM HF3039 (Blaine) Timber permit extension in event of adverse climatic conditions provided.

Rep. Blaine moved that HF3039 be recommended to pass and be placed on the General Register.
1:10:05 PM Division of Forestry – DNR, Bob Tomlinson answered questions from the committee.
1:16:53 PM Timber Sales Supervisor – DNR, Doug Ford answered questions from the committee.
1:19:19 PM The Chair laid HF3039 over for possible later consideration.
1:19:32 PM HF3012(Ozment) Temporary state park permits provided for towed vehicles.

Rep. Ozment moved that HF3012 be recommended to pass and be re-referred to the committee on Agriculture, Environment & Natural Resources Finance.
1:20:17 PM Director of State Parks, Cortland Nelson explained the bill.
1:34:57 PM Rep. Hansen raised a point of personal privilege. He introduced two student constituents that attend St. Thomas Academy.
1:38:43 PM Rep. Ozment renewed his motion that HF3012 be recommended to pass and be re-referred to the committee on Agriculture, Environment & Natural Resources Finance.
