MINUTES


Representative Tom Hackbarth, Chair of the Environment & Natural Resources Policy Committee, called the tenth meeting to order at 12:42 p.m. on February 24, 2005, in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

12:42:09 PM Rep. Scalze moved that the minutes of the Environment & Natural Resources Policy Committee, dated Tuesday, February 22, 2005.

12:42:45 PM HF 826 (Ozment) Clean Water Legacy Act established providing authority, direction, and funding to achieve and maintain water quality standards for surface waters in accordance with the federal Clean Water Act, and money appropriated.

Rep. Ozment brought HF826 back for reconsideration.
12:43:06 PM Minnesota Farm Bureau, Chris Radatz, testified in favor of the bill.
12:59:45 PM Association of Minnesota Counties, Annalee Garletz, testified on the bill.
1:11:29 PM League of Minnesota Cities, Craig Johnson, answered questions.
1:24:53 PM Rep. Hackbarth moved the A05-0096 amendment.
1:26:51 PM Rep. Wagenius moved an oral amendment. Rep. Hackbarth agreed to incorporate it into the A05-0096 amendment
1:34:13 PM Rep. Hackbarth renewed his motion that the A05-0096 amendment, as incorporated, to be adopted.

1:37:09 PM Minnesota Pollution Control Agency, Assistant Commissioner, Lisa Thorvig, testified against the amendment.
1:40:50 PM Coalition of Greater Minnesota Cites, Kari Thurlow, testified in favor of the amendment.
1:43:58 PM Minnesota Association of Watershed Districts, Ray Bohn, testified on the amendment.
1:45:02 PM Rep. Dill withdrew his A05-0079 amendment.
1:45:09 PM Rep. Dill moved the H0826A1 amendment.
1:46:33 PM Assistant Commissioner, Lisa Thorvig, testified against the amendment.
1:47:41 PM Rep. Dill laid over the H0826A1.
