MINUTES


Representative Tom Hackbarth, Chair of the Environment & Natural Resources Policy Committee, called the seventh meeting to order at 12:43 p.m. on February 15, 2005, in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

12:43:33 PM Rep. Cox moved the adoption of the minutes of the Environment & Natural Resources Policy Committee dated February 10, 2005.

THE MOTION PREVAILED

12:43:54 PM The Chair announced that the committee would be hearing a bill concerning ethanol.
12:44:01 PM SF 4 (Davids) Ethanol minimum content required in gasoline increased, and petroleum replacement goal established.

Rep. Cox moved that SF 4 be recommended to pass and be re-referred to Civil Law.
12:44:14 PM Rep. Davids explained the bill.
12:48:11 PM Assistant Commissioner – MPCA, Ann Seha, testified in favor of the bill.
12:52:55 PM Farm Bureau, President, Al Christopherson, testified in favor of the bill.
12:56:32 PM Minnesota Corn Growers, Warren Formo, testified in favor of the bill.
1:24:15 PM Benson Ethanol Plant, General Manager, Bill Lee, testified in favor of the bill.
1:26:54 PM Flint Hills Resources, Diane Koeble, testified against the bill.
1:35:01 PM Marathon Ashland Oil, Dave Blatnik, testified against the bill.
1:35:28 PM Rep. Cox assumes the gavel.
1:41:48 PM Rep. Hackbarth resumes the gavel.
1:43:33 PM Alliance of Automobile Manufacturers, Sandra Neren, testified with concerns about the bill.
1:54:18 PM Citizen, Francis Kantorwicz, testified against the bill.
2:01:12 PM Department of Agriculture, Ralph Groschan, answered some technical questions.
2:03:03 PM Rep Wagenius moved the S0004A4 amendment.
2:04:24 PM The Chair ruled that the S0004A4 amendment was not germaine to SF 4.
2:12:45 PM Rep. Cox renewed his motion that SF 4 be recommended to pass and be re-referred to Civil Law.

2:13:38 PM The Chair made an announcement about the next meeting.
2:13:43 PM The meeting was adjourned.
