MINUTES


Representative Tom Hackbarth, Chair of the Environment & Natural Resources Policy Committee, called the fourth meeting to order at 12:41 p.m. on Thursday, February 3, 2005, in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

12:41:49 PM Rep.Poppe moved the adoption of the minutes of the Environment & Natural Resources Policy Committee dated February 1, 2005.
THE MOTION PREVAILED

12:42:00 PM The Chair announced that the committee would hear an overview of cormorants on Leech Lake and then two bills.
12:42:09 PM Ecological Services Division, Director, Lee Pfannmuller, made a presentation of cormorants in Minnesota.
12:45:35 PM Rep. Cox assumes the gavel.
12:47:09 PM Rep. Hackbarth resumes the gavel.
12:49:49 PM Fish & Wildlife - DNR, Ron Payer addressed the committee about the fish population in Leech Lake.
12:58:44 PM Questions from the committee were posed to the presenters.
1:19:21 PM The Chair introduced the new Committee Page, Arlene Restad, to the committee.
1:19:33 PM HF 42 (Howes)

Rep. Hackbarth moved that HF42 be recommended to pass and be re-referred to Public Safety Policy and Finance.
1:19:47 PM Rep. Hackbarth moved the Howes 42A1 amendment.
THE MOTION PREVAILED

1:20:05 PM Rep. Howes explained the bill.
1:21:03 PM Questions by the committee were posed to Rep. Howes.
1:25:27 PM Rep. Hackbarth renewed his motion that HF42 be recommended to pass, as amended, and re-referred to Public Safety Policy and Finance.

1:26:16 PM Rep. Cornish moved that HF215 be recommended to pass and be re-referred to Public Safety Policy and Finance.
1:26:40 PM Rep. Cornish moved an oral amendment to read as follows:

Page 1, line 23 strike the word "If" after the period
Page 1, lines 24, 25, and 26 strike the entire line
Page 2, lines 1,2,3, and 4 strike the entire line
Page 2, line 12 strike the "."and insert "expiring one year from
date of signature.

1:29:00 PM Rep. Cornish moved the H0215A1 amendment. Enforcement Policy Liaison – DNR, Pat Watts, explained the amendment.

1:37:43 PM Questions were posed by the committee to Rep. Cornish.
1:45:46 PM Conservation Officer, Major Jeff Thielen, addressed question about safety classes.
1:56:52 PM Rep. Cornish renewed his motion that HF215 be recommended to pass, as amended, and be re-referred to Public Safety Policy and Finance.
