MINUTES
Representative Tom Hackbarth, Chair of the Environment & Natural Resources Policy Committee, called the third meeting to order at 12:40 p.m. on February 1, 2005, in the Basement Hearing Room of the State Office Building.
The Clerk noted the roll.

12:40:34 PM Rep. Cornish moved the adoption of the minutes of the Environment & Natural Resources Policy Committee dated January 25, 2005.
THE MOTION PREVAILED
12:40:46 PM The Chair announced that the committee would hear an overview of the Public Facilities Authority and also hear from the Hmong and Lao Communities.
12:41:02 PM Public Facilities Authorities Executive Director, Terry Kuhlman, presented an overview of the Public Facilities Authority (PFA) responsibilities and the relationship between the PFA and Pollution Control Agency (PCA).
1:04:47 PM Questions from the committee were posed to the presenter.
1:18:56 PM Southeast Asian Outreach Program & Enforcement Liasion Community Officer Program (ELCOP) - MN DNR
1:19:22 PM ELCOP programs and outreach Program Manager, Josee Cung, and Liaison for the Hmong and Lao Community, Tong Vang, address the committee about education and harassment.
1:40:18 PM Questions from the committee were posed to the Josee Cung and Tong Vang.
1:43:59 PM ELCOP Conservation Officer, Vang Lee, addressed the committee.
1:47:27 PM Hmong hunters, Blia Xa Lee and Tong Yang address the committee.
1:59:35 PM Questions from the committee were posed to Blia Xa Lee and Tong Yang.
2:02:06 PM The Chair made an announcement about the next committee meeting.
