MINUTES


Representative Buesgens, Chair of the Education Policy and Reform Committee, called the eighteenth meeting to order at 12:32 PM on Wednesday, March 23, 2005, in Room 200 of the State Office Building. A quorum was present.

The Clerk noted the roll.

HF1719 (Klinzing): Higher school reform measures provided including education planning and assessment program, and a college-level examination program; basic skills tests replaced with comprehensive assessments, and money appropriated.

Rep. Klinzing presented HF1719.

Rep. Klinzing amended the motion to instead re-refer HF1719 to the committee on Higher Education Finance.

Rep. Klinzing moved the following oral amendment to HF1719:
Page 4, line 35, after “or”, insert “a 4 or higher on”.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Heidgerken moved approval of the minutes from 3/22/05. THE MOTION PREVAILED.

Rep. Latz moved the H1719A2 amendment to HF1719.

Testifying on the H1719A2 amendment:

THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Rep. Olson moved the following oral amendment to HF1719:
Page 2, line 16, delete “or” and insert “and”.
Page 8, line 30, delete “or” and insert “and”.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Davnie moved the following oral amendment to HF1719:
Page 3, lines 30-31, delete “public or nonpublic school” and insert “district”.
THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Rep. Latz called for a division.
THERE BEING 16 AYES, THE MOTION DID PREVAIL. THE AMENDMENT WAS ADOPTED.

Rep. Klinzing renewed her motion that HF1719 be recommended to pass and be re-referred to the committee on Higher Education Finance. THE MOTION PREVAILED.
