Representative Barb Sykora, Chair of the Education Finance Committee, called the fifty-seventh meeting to order at 12:44 p.m., on Friday, April 11, 2006 in Room 5 of the State Office Building. A quorum was present.

The clerk noted the roll.

Greg Crowe offered further explanation of the financial run pages.

Representative Sykora moved HF4044.

Tim Strom, House Legislative Analyst offered further explanation of Article 1

Lisa Larson, House Research offered further explanation of Article 2

Lisa Larson and Tim Strom offered further explanation of Article 3

Representative Sykora moved that Articles 1 through 12 be incorporated into HF4040. THE MOTION PREVAILED.

Representative Demmer moved the H4040A3 amendment.
MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Klinzing moved the H4040A4. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Demmer moved the H4040A6 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Klinzing moved the H4040A8 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Erickson moved the H4040A9 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sykora moved the H4040A15 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

2:15 p.m. - Representative Sykora recessed the meeting.

2:40 p.m. - The meeting reconvened.

Representative Demmer moved the H4040A11 amendment.

Representative Bernardy offered the following oral amendment to the H4040A11 amendment:
Page 1, Line 1.5, after "counselors" add “ , “ and insert “school psychologists, school nurses, chemical dependency counselors or school social workers."

Representative Davnie moved to orally amend the H4040A13 amendment as follows:
Page 2, Line 2.3, delete “2007" and insert “2006"

Representative Davnie moved to orally amend Article 2, as follows:
Article 2, Page 26, Line 18, delete “65%" and insert “56%".

Representative Davnie requested a roll call vote.

Representative Heidgerken moved the H4040A12 amendment.

Representative Heidgerken moved to orally amend the H4040A12 amendment as follows:
Page 2, between lines 2.6 and 2.7, insert “The Commissioner of Education must proportionately reduce all other districts integration revenue in order to keep the total amount of integration revenue unchanged."

Representative Heidgerken moved to incorporate the language into the H4040A12 amendment.

Representative Heidgerken moved to orally amend as follows:
Line 2.9, strike “an initial" and insert “the"

Lisa Larson, House Research, suggested incorporating the following language into the Heidgerken A06-1513 amendment:
After Line 2.11, insert: “(c) The district’s obligation to notify the nonpublic school special education teacher provider, or representative is the same obligation the district has under Chapter 125A to notify the parent of a child with a disability enrolled in a public school."
Representative Heidgerken agreed to incorporate the language into the A06-1513 amendment.

Representative Sykora moved the A06-1513 as amended.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sykora moved H4040A22.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Erickson moved the minutes of April 6, 2006. THE MINUTES WERE ADOPTED.

Rep Sykora moved HF4040, as amended, be recommended to pass and be re-referred to the Committee on Taxes.
THE MOTION PREVAILED. THE BILL WAS PASSED AND RE-REFERRED TO THE COMMITTEE ON TAXES.

Meeting was adjourned at 5:16 pm.
