EDUCATION FINANCE COMMITTEE
MINUTES


Representative Randy Demmer, Vice Chair of the Education Finance Committee, called the fifty-first meeting to order at 12:34 p.m., on Tuesday, March 28, 2006 in Room 5 of the State Office Building. A quorum was present.

The clerk noted the roll.

Representative Barb Sykora moved to recommend HF3580 pass and be laid over for possible inclusion in the Education Finance Omnibus Bill.

Representative Sykora moved the HF3580A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sykora moved the TS-AMD03 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Buesgens moved to orally amend the TSAMD03 amendment as follows:
Page 1, line 1.2 insert "22" after Page and "10" after “Line".
Page 1, Line 1.4 insert “17" after “Section".
THE MOTION PREVAILED. THE AMENDMENT WAS WITHDRAWN.

Representative Buesgens moved to withdraw his oral amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Demmer moved to orally amend A06-1240 as follows:
Delete the entire Section 23, beginning on Page 2, line 2.4, “Section 23" to and including Page 5, line 5.2. MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

The author moved that the A06-1240 amendment as amended be incorporated into HF3580.

Representative Demmer moved that the A06-1288 Amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sykora moved that HF3580, as amended, pass and be laid over for possible inclusion in the Education Finance Omnibus bill.

Representative Sykora presented HF3580(Sykora) as amended - Pre-kindergarten through grade 12 education financing provided, alternative teacher training provided, early childhood Part C services expanded, intensive English instruction provided for refugees, and money appropriated.

Dr. Melcher, Minnesota Department of Education.
Representative Ron Lutz addressed Section 8 of HF3580, which is the language in his HF2993- Perpich Center for Arts Education authorized to participate in the alternative teacher professional pay system.
Pam Paulson, Perpich Center for Arts Education spoke on Section 8 of HF3580.
Nathan Davis, Perpich Center for Arts Education spoke on Section 8 of HF3580.
Barbara O’Sullivan, Supervisor, Early Learning, Minneosta Department of Education.


Dr. Marian Heinrichs, Research, Evaluation, and Assessment, St. Paul Public Schools.
Ms. Annie Pearson, Teacher.
Representative Mariani addressed Section 17 of HF3580, which is the same language as his HF3257- Pre-kindergarten program funding restored in certain cases.

Representation Sykora renewed her motion that HF3580, as amended, be laid over for possible inclusion in the Education Finance Omnibus Bill.

Representative Demmer moved that HF3580, as amended, be laid over for possible inclusion in the Education Finance Omnibus bill.
