MINUTES



Representative Jeff Johnson, Chairman of the Civil Law and Elections Committee, called the eighteenth meeting to order at 12:35 PM on Wednesday, March 23, 2005, in Room B of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Representative Hilty moved approval of the March 21, 2005 Civil Law and Elections Committee minutes. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Chairman Johnson moved HF1461 (Ruth), disabilities parking provisions modified and simplified, be recommended to pass and placed on the General Register.

Representative Ruth presented HF1461.

Chairman Johnson renewed his motion that HF1461 be recommended to pass and re-referred to the General Register. THE MOTION PREVAILED.

Chairman Jeff Johnson moved HF923 (Holberg), transportation Department property transaction provisions modified, be passed and placed on the General Register.

Representative Holberg presented HF923.

Chairman Johnson moved the following oral amendments (see attached):

Page 4, delete Section 3
Pages 11 to 12, delete Section 9
Pages 9 to 10, delete Section 8

THE MOTION PREVAILED. THE AMENDMENTS WERE ADOPTED.

Chairman Johnson renewed his motion that HF923, as amended, be passed and placed on the General Register. THE MOTION PREVAILED.

Chairman Johnson moved HF1352 (Holberg) motor vehicle and driver applications and records provisions modified, be passed and placed on the General Register.

Chairman Johnson renewed his motion that HF1352 be passed and placed on the General Register. THE MOTION PREVAILED.

Representative Lesch moved HF1093 (Hausman) St. Paul authorized to participate in the creation of and contracting with a nonprofit organization, be passed and re-referred to the Committee on Taxes.

Chairman Johnson moved HF1555 (Powell) emergency Health Powers Act be passed and re-referred to the Committee on Jobs and Economic Development.

Representative Powell presented HF1555.

Chairman Johnson moved A05-0352 amendment (see attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Johnson moved A05-0365 amendment (see attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Johnson renewed his motion that HF1555, as amended, be passed and re-referred to the Committee on Jobs and Economic Development. THE MOTION PREVAILED.

Chairman Johnson moved SF879 (Hosch) state primary election eliminated areas where no nominee must be selected for any office in that municipality or county, be recommended to pass and be held over for possible inclusion in the Omnibus Elections bill.

Representative Hosche presented SF879.


Chairman Johnson renewed his motion that SF879, be held over for possible inclusion in the Omnibus Elections bill. THE MOTION PREVAILED.

Civil Law and Elections Committee will meet next week as follows:
