MINUTES


Representative Jeff Johnson, Chairman of the Civil Law Committee, called the eleventh meeting to order at 12:40 PM on Wednesday, March 2, 2005, in Room B of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Representative Hilty moved approval of the February 28, 2005 Civil Law and Elections Committee minutes. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Representative Emmer moved HF1043, relating to corporations, be recommended to pass and re-referred to the General Register.

Representative Emmer moved the A05-0115 amendment (see attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Emmer presented HF1043.

Representative Emmer renewed his motion that HF1043, as amended, be recommended to pass and re-referred to the General Register. THE MOTION PREVAILED.

Representative Westrom moved to reconsider HF680 (DeLaForest), landlord and tenant; clarifying provisions relating to utility metering and billing. THE MOTION PREVAILED.

Representative DeLaForest moved HF680 be passed and re-referred to the Commerce Committee.

Representative Ellison requested a roll-call vote on the passage of HF680 (DeLaForest)

Representative Ellison renewed his motion to adopt Amendment A05-0102. A voice vote was taken; a division was called. THE MOTION DID NOT PREVAIL.

Representative Johnson moved HF118, as amended, to pass and re-referred to the General Register.

THE MOTION PREVAILED.

Representative Slawik moved HF350(Slawik), an amendment to the Minnesota Constitution, be recommended to pass and re-referred to the Ways and Means Committee.

Representative Slawik presented HF350.

Representative Slawik renewed her motion that HF350 be recommended to pass and
re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

Representative DeLaForest moved HF892 (DeLaForest), prohibiting unauthorized removal of campaign material; for consideration and that it be laid over for potential
inclusion in the Omnibus Elections bill.

Representative DeLaForest presented HF892.

Representative DeLaForest renewed his motion that this bill pass and be laid over for possible inclusion in the Omnibus Elections bill. THE MOTION PREVAILED.
