MINUTES


Representative Greg Davids, Chair of the Agriculture and Rural Development Committee, called the twenty-eighth meeting to order at 2:30 p.m., Tuesday, April 4, 2006, in the 500S, State Office Building.

The Clerk noted the roll.

A quorum was not present.

Members present:

HF3915 (Moe) genetically engineered wild rice moratorium imposed in the event of an application for a test plot.

Rep. Moe explained the H3915A1 amendment.

A quorum was present at 2:37 p.m.

Rep. Koenen moved approval of the minutes from Tuesday, March 28, 2006. The motion prevailed.

Rep. Moe moved HF3915 be recommended to pass and be re-referred to the Committee on Rules.

Rep. Moe moved to amend HF3915 (H3915A1, attached). The motion prevailed, the amendment was adopted.

Rep. Finstad moved to amend HF3915 (H3915A2, attached).

Testifying on the A2 amendment:
Linda Sandvig, Medical Alley/MN Bio

Chair Davids moved to amend the H3915A2 amendment as follows:
Page 1, line 7, after “of the” delete “chairs and”
Page 1, line 8, after “representatives” insert “and other interested parties”
The motion prevailed, the amendment to the amendment was adopted.

Rep. Finstad moved to amend HF3915 with H3915A2, as amended.
The motion prevailed, the amendment, as amended, was adopted.

Chair Davids laid over HF3915 until Wednesday, April 5, 2006.
