Prayer was offered by the Reverend Nancy Anderson, Minnehaha United Church of Christ, Minneapolis, Minnesota.

HOUSE RESOLUTION NO. 1

A house resolution setting the maximum limit on general fund expenditures for the biennium.

Be It Resolved by the House of Representatives that the sum of $26,180,400,000 is the maximum limit on state appropriations and transfers from the general fund, excluding expenditures for tax reduction and relief, for fiscal years 2002 and 2003 for the 2001 First Special Session.

Be It Further Resolved that the House of Representatives finds that a cash flow account of $350,000,000 and a budget reserve of $653,000,000 are necessary.

Be It Further Resolved that the limit on appropriations and transfers from the general fund established in this resolution may be automatically adjusted to reflect forecast adjustments and consolidation of other funds into the general fund. This resolution is adopted under House Rule 4.03.
