The Chief Clerk proceeded to read the Journal of the preceding day. Workman moved that further reading of the Journal be suspended and that the Journal be approved as corrected by the Chief Clerk. The motion prevailed.

S. F. No. 3145 and H. F. No. 3399, which had been referred to the Chief Clerk for comparison, were examined and found to be identical with certain exceptions.

Sykora moved that the rules be so far suspended that S. F. No. 3145 be substituted for H. F. No. 3399 and that the House File be indefinitely postponed. The motion prevailed.

The staff complement in fiscal years 2000 and 2001 for the division of fish and wildlife shall not exceed fiscal year 1994 levels. The commissioner shall report to the senate and house committees with jurisdiction over natural resources by November 15, 2000, on staffing levels and activities funded under this section."

Subd. 29. Debt Service

(a) The board shall pay one-third of the debt service on state bonds sold to finance projects authorized by this section, except for subdivisions 8, 10, and 22. After each sale of general obligation bonds, the commissioner of finance shall notify the board of the amounts assessed for each year for the life of the bonds. 

(b) The commissioner shall reduce the board's assessment each year by one-third of the net income from investment of general obligation bond proceeds in proportion to the amount of principal and interest otherwise required to be paid by the board. The board shall pay its resulting net assessment to the commissioner of finance by December 1 each year. If the board fails to make a payment when due, the commissioner of finance shall reduce allotments for appropriations from the general fund otherwise available to the board and apply the amount of the reduction to cover the missed debt service payment. The commissioner of finance shall credit the payments received from the board to the bond debt service account in the state bond fund each December 1 before money is transferred from the general fund under Minnesota Statutes, section 16A.641, subdivision 10."

"Subd. 3. Law Enforcement Training Centers

Any amount appropriated in fiscal year 2001 to the commissioner of public safety for grants to construct or complete construction for regional public safety training facilities shall be used according to this subdivision. Each of the regions identified in the study required by 1999 Minn. Laws, ch. 216, art. 1, sec. 7, subd. 6, may apply for one or more grants. Before a grant is issued, each applicant must certify that its plan is a cooperative one and that every county in the region was consulted before the plan was developed.

Grant proposals must: (1) include a plan to meet the state, federal and local training requirements for agencies in or near the region, either at one new or existing facility and/or at a number of sites within the region; (2) clearly define multi-jurisdictional commitments to the proposal; (3) identify regional funding sources that will provide at least 50 percent of the construction costs and 100 percent of the operating costs; (4) identify the anticipated service area and student population; (5) include plans for mobile training as needed; and (6) identify any specialized training that will be offered exclusively in the region.

The requirement of a local match for construction costs may be satisfied by local contributions of land or existing buildings and infrastructure.

Priority shall be given to those facilities that expect to be under construction by June 30, 2002.

These funds are available until June 30, 2002 only for grants for regional public safety training facilities meeting these criteria and any funds remaining at that time shall cancel under the provisions of section 16A.642, subdivision 2."
