1.4    "Sec. 6. IRON ORE MINING AND RELATED INDUSTRY EXTENDED
1.5UNEMPLOYMENT BENEFITS PROGRAM.
1.6    Subdivision 1. Availability of extended benefits. Extended unemployment benefits are
1.7available from the Minnesota unemployment insurance trust fund to an applicant who was
1.8laid off due to the closing of International Bildrite, Inc. facilities in International Falls.
1.9    Subd. 2. Eligibility requirements. An applicant is eligible to receive extended
1.10unemployment benefits under this section if:
1.11(1) the applicant established a benefit account under Minnesota Statutes, section 268.07,
1.12with a majority of the wage credits from International Bildrite, Inc., and has exhausted the
1.13maximum amount of regular unemployment benefits available on that benefit account; and
1.14(2) the applicant meets the same requirements that an applicant for regular unemployment
1.15benefits must meet under Minnesota Statutes, section 268.069, subdivision 1.
1.16    Subd. 3. Weekly and maximum amount of extended unemployment benefits. (a)
1.17The weekly benefit amount of extended unemployment benefits is the same as the weekly
1.18benefit amount of regular unemployment benefits on the benefit account established in
1.19subdivision 2, clause (1).
1.20(b) The maximum amount of extended unemployment benefits available to an applicant
1.21under this section is an amount equal to 13 weeks of payment at the applicant's weekly
1.22extended unemployment benefit amount.
1.23(c) If an applicant qualifies for a new regular benefit account that meets the requirements
1.24of subdivision 4, paragraph (b), before the applicant has been paid extended unemployment
2.1benefits, and that new regular benefit account meets the requirements of subdivision 2,
2.2clause (1), the applicant's weekly extended unemployment benefit amount is equal to the
2.3weekly unemployment benefit amount on the applicant's new regular benefit account.
2.4    Subd. 4. Qualifying for a new regular benefit account. (a) If after exhausting the
2.5maximum amount of regular unemployment benefits available as a result of the layoff under
2.6subdivision 1, an applicant qualifies for the new regular benefit account under Minnesota
2.7Statutes, section 268.07, the applicant must apply for and establish that new regular benefit
2.8account.
2.9(b) If the applicant's weekly benefit amount under the new regular benefit account is
2.10equal to or higher than the applicant's weekly extended unemployment benefit amount, the
2.11applicant must request unemployment benefits under the new regular benefit account. An
2.12applicant is ineligible for extended unemployment benefits under this section until the
2.13applicant has exhausted the maximum amount of unemployment benefits available on the
2.14new regular benefit account.
2.15(c) If the applicant's weekly unemployment benefit amount on the new regular benefit
2.16account is less than the applicant's weekly benefit amount of extended unemployment
2.17benefits, the applicant must request extended unemployment benefits. An applicant is
2.18ineligible for new regular unemployment benefits until the applicant has exhausted the
2.19maximum amount of extended unemployment benefits available under this section.
2.20    Subd. 5. Eligibility for federal Trade Readjustment Allowance benefits. An applicant
2.21who has applied and been determined eligible for federal Trade Readjustment Allowance
2.22benefits is not eligible for extended unemployment benefits under this section.
2.23EFFECTIVE DATE.This section is effective the day following final enactment."
