1.6    Section 1. WHITE BEAR LAKE AUGMENTATION.
1.7$150,000 in fiscal year 2017 is appropriated from the clean water fund to the
1.8commissioner of natural resources for development of three design-build proposals. The
1.9commissioner shall request design-build qualifications and select three qualified entities to
1.10develop design-build proposals. The proposals must address increasing the water level in
1.11White Bear Lake by piping water from Vadnais Lake to White Bear Lake. The design work
1.12must ensure that the water in White Bear Lake and Vadnais Lake will remain at least as
1.13clean and clear as before the augmentation project is implemented. Among any other issues
1.14to be addressed, the design work must ensure that the project does not allow the spread of
1.15any invasive species or increase phosphorus levels. The commissioner must develop the
1.16design-build request for proposals in consultation with the commissioner of administration
1.17with regard to procedures, and in consultation with the Metropolitan Council and its water
1.18supply policy and technical advisory committees and the Minnesota Pollution Control
1.19Agency with regard to water quality and environmental issues. Any limitations in law on
1.20the number or value of design-build contracts do not apply to this project.
