1.3Page 59, after line 10, insert:

1.4    "Sec. 44. Minnesota Statutes 2014, section 16E.03, subdivision 1, is amended to read:
1.5    Subdivision 1. Definitions. For the purposes of chapter 16E, the following terms
1.6have the meanings given them.
1.7    (a) "Information and telecommunications technology systems and services" means
1.8all computing and telecommunications hardware and software, the activities undertaken
1.9to secure that hardware and software, and the activities undertaken to acquire, transport,
1.10process, analyze, store, and disseminate information electronically. "Information and
1.11telecommunications technology systems and services" includes all proposed expenditures
1.12for computing and telecommunications hardware and software, security for that hardware
1.13and software, and related consulting or other professional services.
1.14    (b) "Information and telecommunications technology project" means an effort to
1.15acquire or produce information and telecommunications technology systems and services.
1.16    (c) "Telecommunications" means voice, video, and data electronic transmissions
1.17transported by wire, wireless, fiber-optic, radio, or other available transport technology.
1.18    (d) "Cyber security" means the protection of data and systems in networks connected
1.19to the Internet.
1.20    (e) "State agency" means an agency in the executive branch of state government and
1.21includes the Minnesota Office of Higher Education, but does not include the Minnesota
1.22State Colleges and Universities unless specifically provided elsewhere in this chapter.
1.23Notwithstanding any law to the contrary, "state agency" includes any agency in the
1.24executive branch that operates information technology relating to eligibility for state
1.25programs.
1.26    (f) "Total expected project cost" includes direct staff costs, all supplemental contract
1.27staff and vendor costs, and costs of hardware and software development or purchase.
2.1Breaking a project into several phases does not affect the cost threshold, which must be
2.2computed based on the full cost of all phases."
