1.4    "Sec. 25. Minnesota Statutes 2014, section 349A.13, is amended to read:
1.5349A.13 RESTRICTIONS.
1.6    Subdivision 1. Authorizations. Nothing in this chapter The director shall not:
1.7(1) authorizes the director to conduct a lottery game or contest the winner or winners
1.8of which are determined by the result of a sporting event other than a horse race conducted
1.9under chapter 240;
1.10(2) authorizes the director to install or operate a lottery device operated by coin or
1.11currency which when operated determines the winner of a game; and
1.12(3) authorizes the director to sell pull-tabs as defined under section 349.12,
1.13subdivision 32 ; and
1.14(4) offer the play of, on an electronic terminal, through a Web site, or by any other
1.15means or device, casino-style games, including, but not limited to, blackjack, craps, keno,
1.16dice games, roulette, or poker.
1.17    Subd. 2. Self-service device and online sales. (a) By August 1, 2018, the director
1.18of the State Lottery shall suspend the sale of lottery tickets through:
1.19(1) a self-service device that is part of, shares a display with, or is adjacent to a
1.20retail petroleum dispenser under section 239.751, including all contracts related to this
1.21activity; and
1.22(2) a self-service device that is part of, shares a display with, or is adjacent to an
1.23electronic financial terminal under section 47.61, subdivision 3, including all contracts
1.24related to this activity.
1.25The suspension under this paragraph remains in effect until repealed or amended by law
1.26by the legislature.
2.1(b) By August 1, 2018, the director of the State Lottery shall suspend the sale of
2.2instant win lottery tickets through a Web site, including all contracts related to this activity.
2.3The suspension under this paragraph remains in effect until repealed or amended by law
2.4by the legislature. The suspension under this paragraph does not apply to the sale of
2.5tickets of a joint lottery within the meaning of section 349A.02, subdivision 3, or games
2.6that rely on a drawing to select a winner.
2.7EFFECTIVE DATE.This section is effective the day following final enactment."
