1.5    "Sec. 4. [136F.303] TRANSFER CURRICULUM.
1.6    Subdivision 1. Policy required. (a) The Board of Trustees of the Minnesota State
1.7Colleges and Universities shall implement a transfer curriculum policy to facilitate the
1.8transfer of college credit.
1.9(b) The transfer curriculum policy must define a list of common general education
1.10goal areas and must require all state colleges and universities to select from the list of goal
1.11areas when imposing general education requirements as part of a degree program. The
1.12policy must define student competency requirements related to each goal area.
1.13    Subd. 2. Transfer from a state college or university. (a) If any state college or
1.14university has determined that the entire transfer curriculum has been completed by a
1.15student, the entire transfer curriculum shall be accepted as complete at every receiving
1.16state college or university for that student.
1.17(b) If any state college or university has determined that a transfer curriculum goal
1.18area has been completed by a student, the goal area shall be accepted as complete at every
1.19receiving state college or university for that student.
1.20(c) If any state college or university has determined that a course meets a competency
1.21requirement in a goal area, the course shall be accepted as meeting the same competency
1.22requirement at every state college or university for that student.
1.23    Subd. 3. Transfer from the University of Minnesota. (a) If the University of
1.24Minnesota has determined that the entire transfer curriculum has been completed for a
1.25student, the entire transfer curriculum shall be accepted as complete at every receiving
1.26state college or university for that student.
2.1(b) If a student has not completed the entire transfer curriculum at the University of
2.2Minnesota, the receiving state college or university shall determine how each University
2.3of Minnesota course meets transfer curriculum requirements for that student. Once any
2.4state college or university has determined that a University of Minnesota course meets a
2.5competency requirement in a goal area, the course shall be accepted as meeting the same
2.6competency requirement at every state college or university for that student.
2.7    Subd. 4. Transfer of postsecondary enrollment credit. If any state college
2.8or university has determined that a course fulfills a transfer curriculum goal area or
2.9competency requirement within a goal area, the goal area or competency requirement shall
2.10be accepted as complete for any student who completed the course and earned the required
2.11grade for the goal area or competency requirement as part of an international baccalaureate
2.12course, or the Postsecondary Enrollment Options Act, section 124D.09, including students
2.13participating in the concurrent enrollment program in section 124D.09, subdivision 10, or
2.14any other dual enrollment program agreed to between a school and the board."
