Subd. 3.New Veterans Homes
26,000,000
1.15(a) $26,000,000 must be transferred to the
1.16unrestricted general fund from the general
1.17stadium reserve account established by the
1.18commissioner of management and budget
1.19under Minnesota Statutes, section 297E.021,
1.20no later than June 30, 2019. This is a onetime
1.21transfer.
1.22(b) $26,000,000 in fiscal year 2019 is
1.23appropriated from the general fund as follows:
2.1(1) $10,000,000 is to design, construct,
2.2furnish, and equip a veterans home in Preston;
2.3(2) $6,000,000 is to design, construct, furnish,
2.4and equip a veterans home in Montevideo;
2.5and
2.6(3) $10,000,000 is to design, construct,
2.7furnish, and equip a veterans home in Bemidji.
2.8(c) These veterans homes are subject to the
2.9requirements of the People's Veterans Homes
2.10Act, as provided in subdivision 4. This is a
2.11onetime appropriation, and is available until
2.12June 30, 2021. The appropriations are not
2.13available until the commissioner of
2.14management and budget, in consultation with
2.15the commissioner of veterans affairs,
2.16determines that amounts sufficient to complete
2.17the projects are committed from nonstate
2.18sources.

Subd. 4.Veterans Homes Construction
2.20(a) This subdivision may be cited as the
2.21"People's Veterans Homes Act."
2.22(b) The commissioner of veterans affairs may
2.23apply for federal funding and establish
2.24veterans homes with up to 140 beds available
2.25to provide a continuum of care, including
2.26skilled nursing care, for eligible veterans and
2.27their spouses in the following locations:
2.28(1) Preston;
2.29(2) Montevideo; and
2.30(3) Bemidji.
2.31(b) The state shall provide the necessary
2.32operating costs for the veterans homes in
2.33excess of any revenue and federal funding for
3.1the homes that may be required to continue
3.2the operation of the homes and care for
3.3Minnesota veterans.
3.4(c) The commissioner of administration may
3.5accept contributions of land or money from
3.6private individuals, businesses, local
3.7governments, veterans service organizations,
3.8and other nonstate sources for the purpose of
3.9providing matching funding when soliciting
3.10federal funding for the development of the
3.11homes authorized by this section."
