"1.3    Sec. 14. EQUITY IN POSTSECONDARY ATTAINMENT GRANTS;
1.4APPROPRIATION.
1.5    Subdivision 1. Establishment. The equity in postsecondary attainment grant
1.6program is established to support postsecondary student retention and completion through
1.7programs utilizing research-based best practices. The commissioner of the Office of
1.8Higher Education shall award grants under this section to postsecondary institutions or
1.9other organizations deemed appropriate by the commissioner under criteria developed
1.10under subdivision 2.
1.11    Subd. 2. Application process and criteria. (a) The commissioner of the Office
1.12of Higher Education shall develop a grant application process and criteria, including the
1.13establishment of matching requirements reflective of institutional commitment.
1.14(b) A grant application must include at least:
1.15(1) a description of the characteristics of the students to be served and documentation
1.16of the campus need for services;
1.17(2) a description of the services to be provided and a timeline for implementation of
1.18the activities;
1.19(3) the research-based best practices proven effective in closing attainment gaps for
1.20the students identified under clause (1) to be implemented;
1.21(4) a description of how the services will advance postsecondary retention and
1.22postsecondary completion and be aligned with preparing postsecondary students for state
1.23workforce needs;
1.24(5) a description of how the services will be evaluated to determine whether the
1.25program objectives and goals are met;
2.1(6) a three-year proposed budget consistent with the grant structure in subdivision 3,
2.2including requested grant funding for each year and the amount and source of matching
2.3funds proposed for each year;
2.4(7) a plan for sustaining the program after the grant funding ends; and
2.5(8) other information as identified by the commissioner.
2.6    Subd. 3. Grant structure. A postsecondary institution or other organization may
2.7receive up to three years of funding under the grant program according to either of these
2.8structures:
2.9(1) a first-year award for full funding of program implementation and a
2.10match-required award for years two and three to continue support for program
2.11implementation; or
2.12(2) a first-year award for costs associated with refinement of a program
2.13implementation plan and a match-required award for years two and three to support
2.14program implementation.
2.15    Subd. 4. Outcome reports. Each grant recipient must annually submit a report
2.16to the Office of Higher Education delineating its program and student goals, activities
2.17implemented, best practice program outcomes, and specific student outcomes resulting
2.18from grant implementation. The report's description of impacts on students must include
2.19but is not limited to information on:
2.20(1) demographic characteristics of students served;
2.21(2) course taking and grade point average of participating students;
2.22(3) persistence and retention rates of participating students; and
2.23(4) graduation rates of participating students.
2.24To the extent possible, the report must break down outcomes by race and ethnicity.
2.25    Subd. 5. Legislative report. No later than January 1 of each year, the commissioner
2.26shall submit a report to the legislative committees with jurisdiction over higher education
2.27policy and finance regarding the grant recipients and their activities. The report shall
2.28include information about the students served, the institutions and organizations providing
2.29services, program goals and activities, program outcomes, program revenue sources,
2.30and total funding levels.
2.31    Subd. 6. Appropriation. $20,000,000 in fiscal year 2017 is appropriated from
2.32the general fund to the commissioner of higher education for equity in postsecondary
2.33attainment grants under this section. This appropriation is available until June 30, 2021.
2.34This is a onetime appropriation.
