"1.3    Sec. 12. Laws 2015, chapter 69, article 1, section 3, subdivision 19, is amended to read:

1.5(a) This appropriation is for immediate
1.6transfer to College Possible to support
1.7programs of college admission and college
1.8graduation for low-income students through
1.9an intensive curriculum of coaching
1.10and support at both the high school and
1.11postsecondary level.
1.12(b) This appropriation must, to the extent
1.13possible, be proportionately allocated
1.14between students from greater Minnesota and
1.15students in the seven-county metropolitan
1.16area.
1.17(c) This appropriation must be used
1.18by College Possible only for programs
1.19supporting students who are residents
1.20of Minnesota and attending colleges or
1.21universities within Minnesota.
1.22(d) By February 1 of each year, College
1.23Possible must report to the chairs and
1.24ranking minority members of the legislative
1.25committees and divisions with jurisdiction
2.1over higher education and E-12 education on
2.2activities funded by this appropriation. The
2.3report must include, but is not limited to,
2.4information about the expansion of College
2.5Possible in Minnesota, the number of College
2.6Possible coaches hired, the expansion within
2.7existing partner high schools, the expansion
2.8of high school partnerships, the number of
2.9high school and college students served, the
2.10total hours of community service by high
2.11school and college students, and a list of
2.12communities and organizations benefitting
2.13from student service hours.
2.14(e) To the extent possible, College Possible
2.15must use the funds appropriated under this
2.16subdivision to:
2.17(1) hire coaches with similar racial, ethnic,
2.18and socioeconomic characteristics as the
2.19school in which the coaches will work; and
2.20(2) provide extensive racial equity and
2.21cultural competency training to College
2.22Possible coaches and staff.
