"1.3    Sec. 2. Minnesota Statutes 2014, section 136A.031, subdivision 3, is amended to read:
1.4    Subd. 3. Student Advisory Council. (a) A Student Advisory Council (SAC) to
1.5the office is established. The members of SAC shall include: the chair of the University
1.6of Minnesota student senate; the state chair of the Minnesota State University Student
1.7Association; the president of the Minnesota State College Student Association and an
1.8officer of the Minnesota State College Student Association, one in a community college
1.9course of study and one in a technical college course of study; a student who is enrolled
1.10in a private nonprofit postsecondary institution, to be elected by students enrolled in
1.11Minnesota Private College Council institutions; and a student who is enrolled in a private
1.12for-profit postsecondary institution, to be elected by students enrolled in Minnesota
1.13Career College Association institutions. If students from the Minnesota Private College
1.14Council institutions do not elect a representative, the Minnesota Private College Council
1.15must appoint the private nonprofit representative. If students from the Minnesota Career
1.16College Association institutions do not elect a representative, the Minnesota Career
1.17College Association must appoint the private for-profit representative. A member may be
1.18represented by a student designee who attends an institution from the same system that the
1.19absent member represents. The SAC shall select one of its members to serve as chair.
1.20    (b) The office shall inform the SAC of all matters related to student issues under
1.21consideration. The SAC shall report to the office quarterly monthly and at other times that
1.22the SAC considers desirable. The SAC shall determine its meeting times, but it shall also
1.23meet with the office within 30 days after the commissioner's request for a meeting.
1.24    (c) The SAC shall:
1.25    (1) bring to the attention of the office any matter that the SAC believes needs the
1.26attention of the office;
1.27    (2) make recommendations to the office as it finds appropriate; and
2.1    (3) approve student appointments by the office for each advisory group as provided
2.2in subdivision 4.
