12.21    Sec. 16. Minnesota Statutes 2012, section 12A.16, subdivision 5, is amended to read:
12.22    Subd. 5. Waivers authorized. The requirements of section 174.50, subdivisions 5,
12.236, 6a, and to 7, are waived for grants under subdivision 3.

12.24    Sec. 17. Minnesota Statutes 2012, section 134.45, subdivision 5b, is amended to read:
12.25    Subd. 5b. Qualification; improvement grants. A public library jurisdiction may
12.26apply for a grant in an amount up to $1,000,000 or 50 percent, whichever is less, of the
12.27approved costs of renovating or expanding an existing library building, or to construct
12.28a new library building. Renovation may include remediation of conditions hazardous
12.29to health or safety.

12.30    Sec. 18. Minnesota Statutes 2012, section 174.50, subdivision 7, is amended to read:
13.1    Subd. 7. Bridge grant program requirements; rulemaking. (a) The commissioner
13.2of transportation shall develop rules, procedures for application for grants, conditions of
13.3grant administration, standards, and criteria as provided under subdivision 6, including
13.4bridge specifications, in cooperation with road authorities of political subdivisions, for use
13.5in the administration of funds appropriated to the commissioner and for the administration
13.6of grants to subdivisions.
13.7(b) The maximum use of standardized bridges is encouraged. Regardless of the size
13.8of the existing bridge, a bridge or replacement bridge is eligible for assistance from the
13.9state transportation fund if a hydrological survey indicates that the bridge or replacement
13.10bridge must be ten feet or more in length.
13.11(c) As part of the standards or rules, the commissioner shall, in consultation with
13.12local road authorities, establish a minimum distance between any two bridges that cross
13.13over the same river, stream, or waterway, so that only one of the bridges is eligible for a
13.14grant under this section. As appropriate, the commissioner may establish exceptions from
13.15the minimum distance requirement or procedures for obtaining a variance.
13.16(d) Political subdivisions may use grants made under this section to construct or
13.17reconstruct bridges, including but not limited to:
13.18(1) matching federal aid grants to construct or reconstruct key bridges;
13.19(2) paying the costs to abandon an existing bridge that is deficient and in need of
13.20replacement but where no replacement will be made; and
13.21(3) paying the costs to construct a road or street to facilitate the abandonment of
13.22an existing bridge if the commissioner determines that the bridge is deficient, and that
13.23construction of the road or street is more economical than replacement of the existing
13.24bridge.
13.25(e) Funds appropriated to the commissioner from the Minnesota state transportation
13.26fund shall be segregated from the highway tax user distribution fund and other funds
13.27created by article XIV of the Minnesota Constitution.

13.28    Sec. 19. Minnesota Statutes 2012, section 174.52, subdivision 3, is amended to read:
13.29    Subd. 3. Advisory committee. (a) The commissioner shall establish an a local road
13.30improvement program advisory committee consisting of five members, including:
13.31(1) one county commissioner;
13.32(2) one county engineer;
13.33(3) one city engineer;
13.34(4) one city council member or city administrator representing a city with a
13.35population over 5,000; and
14.1(5) one city council member or city administrator representing a city with a
14.2population under 5,000.
14.3(b) The advisory committee shall provide recommendations to the commissioner
14.4regarding expenditures from the trunk highway corridor projects account accounts
14.5established in this section.
14.6(b) (c) Notwithstanding section 15.059, subdivision 5, the committee does not expire.

14.7    Sec. 20. Minnesota Statutes 2012, section 240A.09, is amended to read:
14.8240A.09 PLAN DEVELOPMENT; CRITERIA.
14.9The Minnesota Amateur Sports Commission shall develop a plan to promote the
14.10development of proposals for new statewide public ice facilities including proposals for
14.11ice centers and matching grants based on the criteria in this section.
14.12(a) For ice center proposals, the commission will give priority to proposals that
14.13come from more than one local government unit. Institutions of higher education are not
14.14eligible to receive a grant.
14.15(b) The commission must give priority to grant applications for indoor air quality
14.16improvements and projects that eliminate R-22. For purposes of this section:
14.17(1) "indoor air quality improvements" means: (i) renovation or replacement of
14.18heating, ventilating, and air conditioning systems in existing indoor ice arenas whose ice
14.19resurfacing and ice edging equipment are not powered by electricity in order to reduce
14.20concentrations of carbon monoxide and nitrogen dioxide; and (ii) acquisition of zero
14.21emission ice resurfacing and ice edging equipment. The new or renovated systems
14.22may include continuous electronic air monitoring devices to automatically activate the
14.23ventilation systems when the concentration of carbon monoxide or nitrogen dioxide
14.24reaches a predetermined level; and
14.25(2) "projects that eliminate R-22," means replacement of ice making systems in
14.26existing public facilities that use R-22 as a refrigerant, with systems that use alternative
14.27non-ozone-depleting refrigerants.
14.28(b) (c) In the metropolitan area as defined in section 473.121, subdivision 2, the
14.29commission is encouraged to give priority to the following proposals:
14.30(1) proposals for construction of two or more ice sheets in a single new facility;
14.31(2) proposals for construction of an additional sheet of ice at an existing ice center;
14.32(3) proposals for construction of a new, single sheet of ice as part of a sports complex
14.33with multiple sports facilities; and
14.34(4) proposals for construction of a new, single sheet of ice that will be expanded to a
14.35two-sheet facility in the future.
15.1(c) (d) The commission shall administer a site selection process for the ice centers.
15.2The commission shall invite proposals from cities or counties or consortia of cities.
15.3A proposal for an ice center must include matching contributions including in-kind
15.4contributions of land, access roadways and access roadway improvements, and necessary
15.5utility services, landscaping, and parking.
15.6(d) (e) Proposals for ice centers and matching grants must provide for meeting the
15.7demand for ice time for female groups by offering up to 50 percent of prime ice time, as
15.8needed, to female groups. For purposes of this section, prime ice time means the hours
15.9of 4:00 p.m. to 10:00 p.m. Monday to Friday and 9:00 a.m. to 8:00 p.m. on Saturdays
15.10and Sundays.
15.11(e) (f) The location for all proposed facilities must be in areas of maximum
15.12demonstrated interest and must maximize accessibility to an arterial highway.
15.13(f) (g) To the extent possible, all proposed facilities must be dispersed equitably,
15.14must be located to maximize potential for full utilization and profitable operation, and
15.15must accommodate noncompetitive family and community skating for all ages.
15.16(g) (h) The commission may also use the money to upgrade current facilities, purchase
15.17girls' ice time, or conduct amateur women's hockey and other ice sport tournaments.
15.18(h) (i) To the extent possible, 50 percent of all grants must be awarded to
15.19communities in greater Minnesota.
15.20(i) (j) To the extent possible, technical assistance shall be provided to Minnesota
15.21communities by the commission on ice arena planning, design, and operation, including
15.22the marketing of ice time and on projects described in paragraph (b).
15.23(j) (k) A grant for new facilities may not exceed $250,000.
15.24(k) (l) The commission may make grants for rehabilitation and renovation. A
15.25rehabilitation or renovation grant may not exceed $100,000 $200,000. Priority must be
15.26given to grant applications for indoor air quality improvements, including zero emission
15.27ice resurfacing equipment, and for projects that eliminate R-22.
15.28(l) (m) Grant money may be used for ice centers designed for sports other than hockey.
15.29(m) (n) Grant money may be used to upgrade existing facilities to comply with the
15.30bleacher safety requirements of section 326B.112.

15.31    Sec. 21. Minnesota Statutes 2012, section 462A.37, subdivision 2, is amended to read:
15.32    Subd. 2. Authorization. (a) The agency may issue up to $30,000,000 in aggregate
15.33principal amount of housing infrastructure bonds in one or more series to which the
15.34payment made under this section may be pledged. The housing infrastructure bonds
16.1authorized in this subdivision may be issued to fund loans, on terms and conditions the
16.2agency deems appropriate, made for one or more of the following purposes:
16.3(1) to finance the costs of the construction, acquisition, and rehabilitation of
16.4supportive housing for individuals and families who are without a permanent residence;
16.5(2) to finance the costs of the acquisition and rehabilitation of foreclosed or
16.6abandoned housing to be used for affordable rental housing and the costs of new
16.7construction of rental housing on abandoned or foreclosed property where the existing
16.8structures will be demolished or removed;
16.9(3) to finance that portion of the costs of acquisition of abandoned or foreclosed
16.10 property that is attributable to the land to be leased by community land trusts to low-
16.11and moderate-income homebuyers; and
16.12(4) to finance the costs of acquisition and rehabilitation of federally assisted rental
16.13housing and for the refinancing of costs of the construction, acquisition, and rehabilitation
16.14of federally assisted rental housing, including providing funds to refund, in whole or in
16.15part, outstanding bonds previously issued by the agency or another government unit to
16.16finance or refinance such costs.
16.17(b) Among comparable proposals for permanent supportive housing, preference
16.18shall be given to permanent supportive housing for veterans and other individuals or
16.19families who:
16.20(1) either have been without a permanent residence for at least 12 months or at
16.21least four times in the last three years; or
16.22(2) are at significant risk of lacking a permanent residence for 12 months or at least
16.23four times in the last three years.
16.24EFFECTIVE DATE.This section is effective the day following final enactment for
16.25bonds authorized in 2014 and thereafter.

16.26    Sec. 22. Minnesota Statutes 2012, section 462A.37, is amended by adding a
16.27subdivision to read:
16.28    Subd. 2a. Additional authorization. In addition to the amount authorized in
16.29subdivision 2, the agency may issue up to $80,000,000 of housing infrastructure bonds in
16.30one or more series to which the payments made under this section may be pledged.

16.31    Sec. 23. Minnesota Statutes 2012, section 462A.37, is amended by adding a
16.32subdivision to read:
17.1    Subd. 5. Additional appropriation. (a) The agency must certify annually to the
17.2commissioner of management and budget the actual amount of annual debt service on
17.3each series of bonds issued under subdivision 2a.
17.4(b) Each July 15, beginning in 2015 and through 2037, if any housing infrastructure
17.5bonds issued under subdivision 2a remain outstanding, the commissioner of management
17.6and budget must transfer to the housing infrastructure bond account established under
17.7section 462A.21, subdivision 32, the amount certified under paragraph (a), not to exceed
17.8$6,400,000 annually. The amounts necessary to make the transfers are appropriated from
17.9the general fund to the commissioner of management and budget.
17.10(c) The agency may pledge to the payment of the housing infrastructure bonds the
17.11payments to be made by the state under this section.

17.12    Sec. 24. AMERICAN-MADE STEEL.
17.13To the extent practicable, a public entity receiving an appropriation of public money
17.14for a project in this act must ensure those facilities are built with American-made steel.

17.15    Sec. 25. APPROPRIATIONS GIVEN EFFECT ONCE.
17.16    Except for appropriations to the local bridge replacement program under Minnesota
17.17Statutes, section 174.50, and to the local road improvement fund grants under Minnesota
17.18Statutes, section 174.52, if an appropriation in this act is enacted more than once in the
17.192014 legislative session for the same purpose, the appropriation must be given effect only
17.20once. If the appropriations for the same purpose are for different amounts, the lowest of
17.21the amounts is the one to be given effect.

17.22    Sec. 26. REVISOR'S INSTRUCTION.
17.23The revisor of statutes shall change the headnote for Minnesota Statutes, section
17.24134.45, to "LIBRARY CONSTRUCTION GRANTS."

17.25    Sec. 27. EFFECTIVE DATE.
17.26Except as otherwise provided, this act is effective the day following final enactment."
17.27Delete the title and insert:
17.28"A bill for an act
17.29relating to capital investment; appropriating money for capital improvement
17.30projects; modifying grant programs; authorizing the Housing Finance Agency to
17.31issue housing infrastructure bonds;amending Minnesota Statutes 2012, sections
17.3212A.16, subdivision 5; 134.45, subdivision 5b; 174.50, subdivision 7; 174.52,
