1.3    "Sec. 2. [363A.261] FREEDOM OF RELIGION.
1.4    Subdivision 1. Religious entities. No religious association, corporation, society,
1.5organization, or other entity supervised or controlled by or affiliated with or in connection
1.6with those entities, or individual acting in the scope of employment for a religious entity,
1.7or clergy or minister, may be required to provide services, accommodations, facilities,
1.8goods, or privileges for a purpose related to the solemnization, formation, or celebration
1.9of any marriage, or treat any marriage as valid for any purpose, if that action would cause
1.10the entity or individual to violate their sincerely held religious beliefs.
1.11    Subd. 2. Private persons. No person may be required to provide services,
1.12accommodations, facilities, goods, or privileges that assist or promote the solemnization,
1.13formation, or celebration of any marriage, or that facilitate the development or
1.14preservation of any marriage, if that action would cause the person to violate the person's
1.15sincerely held religious beliefs.
1.16    Subd. 3. Government entities. No governmental employee or official may be
1.17required to provide services that assist or promote the solemnization, formation, or
1.18celebration of any marriage if that action would cause that employee or official to violate
1.19the individual's sincerely held religious beliefs, unless another employee or official is not
1.20available and willing to provide the requested governmental service.
1.21    Subd. 4. Immunity. No refusal to provide services, accommodations, facilities,
1.22goods, or privileges protected by this section may result in a civil or criminal cause of
1.23action or complaint, including an action or proceeding under this chapter, or any action by
1.24the state or a political subdivision to penalize or withhold benefits or privileges, including
1.25tax exemptions or governmental contracts, grants, or licenses, from any protected person.
2.1    Subd. 5. Liberal construction. The exemptions in this section further the
2.2compelling governmental interest of protecting the free exercise of religion and must be
2.3liberally construed to provide the utmost protection for religious freedom."

2.7    "Sec. 8. INSEVERABILITY.
2.8Notwithstanding Minnesota Statutes, section 645.20, if any provision of this act is
2.9found to be unconstitutional and void, the remaining provisions are not severable and
2.10are void."
