1.3    "Sec. 4. REPORT ON LOCAL ECONOMIC IMPACT OF ENERGY SUPPLIES.
1.4By January 1, 2018, each generation and transmission cooperative that serves a
1.5cooperative electric association operating in Minnesota shall collectively submit a report
1.6to the chairs and ranking minority members of the senate and house committees with
1.7jurisdiction over energy policy that compares the local economic impact of purchasing and
1.8generating energy from wind and solar generators with the local economic impact of
1.9purchasing and generating energy from fossil fuels. The report must include quantitative
1.10and qualitative information on, at a minimum, the following topics:
1.11(1) the proportion of a retail customer's dollar spent for electricity that remains in
1.12Minnesota's economy and the proportion that is exported outside the state when that
1.13electricity is purchased from and generated by solar and wind generators and is purchased
1.14from and generated by fossil fuels; and
1.15(2) the employment impacts, including the number of direct, indirect, and induced jobs
1.16in Minnesota associated with an equivalent retail expenditure on electricity generated by
1.17wind and solar generators and by fossil fuel generators."
