1.3Page 68, after line 33, insert:

1.4    "Sec. 45. Minnesota Statutes 2014, section 124D.42, subdivision 8, is amended to read:
1.5    Subd. 8. Minnesota reading corps program. (a) A Minnesota reading corps
1.6program is established to provide ServeMinnesota AmeriCorps members with a
1.7data-based problem-solving model of literacy instruction to use in helping to train local
1.8Head Start program providers, other prekindergarten program providers, and staff in
1.9schools with students in kindergarten through grade 3 to evaluate and teach early literacy
1.10skills, including comprehensive, scientifically based reading instruction under section
1.11122A.06, subdivision 4 , to children age 3 to grade 3. Priority shall be given to placing
1.12AmeriCorps members in prekindergarten, kindergarten, and first grade programs in any of
1.13the following: (1) "Focus" or "Priority" schools under the multiple measurements rating;
1.14or (2) federal School Improvement Grant recipients.
1.15(b) Literacy programs under this subdivision must comply with the provisions
1.16governing literacy program goals and data use under section 119A.50, subdivision 3,
1.17paragraph (b).
1.18(c) The commission must submit a biennial report to the committees of the
1.19legislature with jurisdiction over kindergarten through grade 12 education that records and
1.20evaluates program data to determine the efficacy of the programs under this subdivision."
1.21Renumber the sections in sequence and correct the internal references
1.22Amend the title accordingly
