1.6    Section 1. Minnesota Statutes 2020, section 469.53, is amended to read:
1.7469.53 REGIONAL EXCHANGE DISTRICT PUBLIC INFRASTRUCTURE
1.8PROJECTS.
1.9(a) The following projects shall be eligible for state appropriation support payments
1.10upon approval by the Duluth City Council. Costs may be reimbursed for eligible projects
1.11that begin construction prior to September 30, 2020, but in no case may the total state
1.12payment per project exceed the amount established in this section. Eligible costs for the
1.13projects in this paragraph may include expenditures as defined in section 469.54, subdivision
1.141, including but not limited to planning, acquisition, predesign, design, construction, site
1.15preparation, demolition costs, furnishing, and equipping. Eligible projects include:
1.16(1) two levels of expansion demolition and replacement of a skywalk connected to an
1.17existing medical district parking ramp and skywalk replacement in an amount not to exceed
1.18$13,010,000 $2,100,000, including any land acquisition;
1.19(2) a ramp with up to 1,400 new parking stalls and a skywalk to serve medical entity
1.20west in an amount not to exceed $36,400,000 $37,900,000, including any land acquisition;
1.21(3) extension of 6th Avenue East from 2nd Street to 1st Street in an amount not to exceed
1.22$5,900,000 $6,650,000, including any land acquisition;
2.1(4) demolition of existing hospital structure for site reuse, to accomplish the purposes
2.2in section 469.51, subdivision 2, in an amount not to exceed $10,000,000 $11,820,000;
2.3(5) roadway, utility, and site improvements and capacity upgrades to support medical
2.4entity west hospital construction in an amount not to exceed $11,410,000 $13,950,000;
2.5(6) district energy connections, capacity enhancement, and a pressure pump station, and
2.6district energy utility improvements outside of the district reasonably necessary and
2.7advantageous to services developments within the district in an amount not to exceed

2.9(7) a ramp with up to 400 new parking stalls to serve medical entity east in an amount

2.11(8) site improvements made upon private property and within the public realm, including
2.12retaining walls, public sidewalks, public stairs, and other related infrastructure, necessary
2.13to support medical entity west hospital construction in an amount not less than $1,300,000
2.14or in excess of $4,300,000.
2.15(b) Upon notice to the commissioner of employment and economic development, any
2.16unexpended amount for the projects described in paragraph (a), clauses (1) to (4) and (8),
2.17that have been substantially completed may fund the project in paragraph (a), clause (5).
2.18The unexpended amounts applied to the project in paragraph (a), clause (5), shall be in
2.19addition to the amount specified for that project. The Duluth City Council must submit a
2.20written plan to the commissioner of employment and economic development to use
2.21unexpended funds in the manner under this paragraph.
2.22(c) For any public infrastructure project that will not be let by the city for which state
2.23support is sought, the project must proceed and comply with any state and local contracting
2.24requirements otherwise applicable to the city had the city let the project. The city shall have
2.25the right to inspect, upon reasonable notice, the construction contracts and related
2.26documentation for any public infrastructure project for which state support is sought.
2.27EFFECTIVE DATE.This section is effective the day after the governing body of the
2.28city of Duluth and its chief clerical officer timely comply with Minnesota Statutes, section
2.29645.021, subdivisions 2 and 3.

2.30    Sec. 2. Laws 2009, chapter 93, article 1, section 14, subdivision 3, as amended by Laws
2.312011, First Special Session chapter 12, section 37, and Laws 2018, chapter 214, article 2,
2.32section 23, is amended to read:

Subd. 3.Veterans Cemeteries
1,500,000
3.1Of this amount, up to $500,000 is to acquire
3.2land located in southeastern, southwestern,
3.3and northeastern Minnesota for publicly
3.4owned veterans cemeteries, to be operated by
3.5the commissioner of veterans affairs. The
3.6commissioner also must seek donations of
3.7land for the cemeteries. The balance of the

3.9construct, and equip the cemeteries. Federal
3.10reimbursement of design, construction, and

3.23be spent in accordance with Minnesota
3.24Statutes, section 16B.307. Federal
3.25reimbursement may be sought for each
3.26cemetery and must be spent to acquire land
3.27for, to predesign and, design, construct, and
3.28equip additional cemeteries, or for asset
3.29preservation as provided in this subdivision.
3.30Notwithstanding Minnesota Statutes, section
3.3116A.642, the bond sale authorization and
3.32appropriation of bond proceeds for this project
3.33are available until December 31, 2022 2024.

4.1    Sec. 3. Laws 2014, chapter 294, article 1, section 21, subdivision 21, is amended to read:
